Citing a forecast of warm weather in Florida and lower linepack, Florida Gas Transmission issued an Overage Alert Day notice Thursday with 35% tolerance for negative daily imbalances. However, with Hurricane Wilma approaching, “the possibility of operational concerns about high linepack and low linepack both exist,” FGT said. The pipeline added that it will have to make decisions concerning Overage or Underage Alert Day notices on a daily basis, and “will try to afford customers as much flexibility as possible while first maintaining operational reliability.”

Pacific Gas & Electric did not extend a high-inventory OFO beyond Thursday.

Based on a review of current operations and the hydrocarbon dew point (HDP) levels in its Southwest Area, ANR said it has determined that it must establish an HDP limit of 25 degrees Fahrenheit for Southwest Area receipts during the Nov. 1-30 period. The limit above will not apply to receipt meters that flow 500 Dth/d or less. ANR said it has not yet made a determination concerning whether an HDP restriction will be required for its Southeast Area during November. The pipeline also told customers in the Southeast Area it has been informed by the operator of the Calumet Processing Plant that the plant is scheduled to come on line for processing this coming Monday. They were asked to resume nominating PTR (plant thermal reduction) for the Oct. 24 gas day (October 24th) if their production is flowing to ANR and is dedicated to the Calumet facility for processing. In addition, ANR further increased capacity through its Grand Chenier, LA facilities to 450 MMcf/d Thursday.

In response to ANR’s plan for an HDP limit in the Southwest Area, Transwestern said its aggregate gas stream in the Panhandle Lateral area would not meet the 25-degree limit at the Roberts County No. 1 delivery point to ANR. In order to continue making reliable deliveries to ANR, Transwestern asked that all operators “make every effort to limit” the hexane-plus concentration of gas entering Transwestern’s system. Transwestern said it is evaluating further steps that can be taken to restrict specific supplies with high hexane and heavier component levels. It will also work with shippers who would like to realign their primary delivery points to another delivery point.
