Projecting that linepack would rise above its maximum target levels Thursday through Saturday, Pacific Gas & Electric declared a systemwide Stage 2 high-inventory OFO for Thursday. Penalties of $1/Dth will apply to positive daily imbalances exceeding a 5% tolerance.

Referring to a previously scheduled project to replace several segments of mainline between the Rangely and Cisco Compressor Stations (see Daily GPI, Oct. 6), Northwest announced a Declared Deficiency Period for Thursday and Friday, during which there will be no flow through the mainline in the affected area and Northwest must cut nominations to zero at the “Rangely Anomaly Cut 2” point that has been set up for the maintenance. Design northbound capacity at the Rangely Anomaly Cut 2 point is 297,000 Dth/d, the pipeline said. It will resume normal operations and restore design throughputs in this corridor Saturday.

ANR noted that extensive damage caused by Hurricane Rita is expected to keep its “crucial” liquid handling facilities at Grand Chenier, LA out of service for an indeterminate amount of time until repairs can be completed. “As a temporary measure ANR, along with the MMS [Minerals Management Service], SPL (acting as producer’s agent), local refineries and a local barging company have worked with a third party to put in place temporary arrangements to allow ANR to accommodate production with associated liquids while repairs are being made,” the pipeline said. These arrangements will be handled by Plains Marketing, L.P., which will provide alternative handling, storage, transfer barging, measurement and allocation of liquids to producers downstream of Grand Chenier. Interested producers can find instructions on ANR’s bulletin board for entering into temporary arrangements with Plains Marketing if they wish to have ANR accept receipt of production from their liquid-producing sources upstream of Grand Chenier.

El Paso postponed indefinitely Line 1201 repairs downstream of Leupp Station that had been scheduled for Thursday. Ongoing maintenance at Flagstaff Station will continue as scheduled, the pipeline said, keeping capacity of the North Mainline reduced by 90 MMcf/d through Thursday.

Southern Natural Gas reported completing repairs to the Bayou Sale #4-P&P point and released it Wednesday from a force majeure that was issued Sept. 27. Southern said it would begin accepting nominations there on the next available cycle, but shippers should check with the point operator to make sure that upstream facilities are ready. It noted that three other points impacted by Hurricane Rita remain under the force majeure: Bayou Sale #1-Texaco Horseshoe Bayou, which is anticipated to return to service sometime in early November; and Sabine to SNG and SNG to Sabine, which are anticipated to return to service sometime in early December. Southern also added Coquille Bay #5-Vamos Wednesday to a previous list of 12 receipt points upstream of the Toca (LA) Compressor Station that have been released from an Aug. 30 force majeure and cleared to resume flows.
