Citing colder weather in northern Florida and low linepack, Florida Gas Transmission issued an Overage Alert Day notice for its market area Tuesday. The notice carried 25% tolerance for negative daily imbalances.

El Paso gave notice that it will commence a two-month “Black-out Period” March 1 to preclude primary point redesignations. This constraint applies only to firm shippers. During the Black-out Period, shippers will not be eligible to change their current receipt or delivery points for a period of up to 60 days (the period is expected to be in effect until April 30). The pipeline said the Black-out Period is necessary for it to assign path rights from receipt points to delivery points. El Paso noted that the action is part of the Stipulation and Agreement of its Offer of Settlement [Docket Nos. RP04-251-000 and RP04-248-000], which was approved by the Federal Energy Regulatory Commission on Dec. 20, 2004. “After the initial assignment of paths to shippers, El Paso will establish procedures for all firm shippers to trade paths,” it said. “It is anticipated that shippers will have approximately two weeks to negotiate trades. Provided that a proposed trade is deemed to be operationally feasible and would not adversely affect other firm shippers, El Paso will permit the trade.”

El Paso also reported that FERC had accepted Monday its Dec. 9, 2004 filing [Docket No. RP05 122-000] of revised tariff sheets to modify the quantity of natural gas that may be redesignated by a shipper as part of a primary point redesignation. The action took effect Tuesday. El Paso said these modifications provide two options for redesignation of primary point quantities. A shipper may request to redesignate either a fixed percentage of its maximum daily quantity (MDQ) or a fixed and constant daily quantity.
