Texas Eastern said that due to mild weather over the past weekend it experienced significant underdeliveries that were compounded by over-receipts into its system. As storage fields fill, the pipeline said it has limited capacity for injections to deal with shipper imbalances. Tetco said all customers need to work off “Due Shipper” imbalances immediately. Tetco expects the mild weather conditions to continue. No shipper imbalances can be absorbed across its entire system until further notice.

Gulf South said the scheduled maintenance at its Bistineau Storage facility has been postponed until Nov. 4-7. During the maintenance physical injections and withdrawals at the facility will not be available. Nominations utilizing Bistineau locations during the maintenance will be confirmed and scheduled to the extent that Gulf South is able to utilize its other facilities to balance the system. To the extent it is unable to perform any service under its firm agreements during this period, Gulf South will be claiming force majeure for as long as service cannot be performed.

PG&E’s California Gas Transmission system announced a 2004 Extension and Open Season. In January, the company proposed the extension and open season as part of its Gas Accord II – 2004 application at the California Public Utilities Commission. Although the CPUC is not expected to issue a decision on the application until after Nov. 1, CGT is now moving forward with the extension and open season for business into next year, providing customers time to secure credit and management approval for any commitments they choose to make. The project offers eligible holders of 2003 firm backbone transportation and storage capacity the option to extend their contracts into 2004. Any remaining 2004 annual firm Redwood, Baja, or storage capacity will be offered in the open season. Limited volumes will be offered in the open season for terms of up to 15 years.
