Transco lifted Wednesday a systemwide Imbalance OFO that had taken effect Feb. 27 (see Daily GPI, Feb. 27). The pipeline continues to bar scheduling of make-up delivery transactions and to enforce a 1% tolerance on negative imbalances at pooling points.

Noting updated forecasts indicating a moderation of temperatures and loads for the next several days in its Market Delivery Zone, NGPL lifted Wednesday an OFO that was originally posted Feb. 21 (see Daily GPI, Feb. 24). The pipeline also returned imbalance tolerances to the normal limit of 5% of confirmed nominations. In addition, NGPL said Wednesday that until further notice, absent acceptable mitigating actions, it may not confirm nominations of any receipts into the Louisiana Line (Segments 23, 24 and 25) that would cause the line’s gas quality blend to exceed 1,050 Btus per cubic foot because of the presence of liquefiable hydrocarbons and/or the thermal content of the nominated gas. It listed these receipt points as currently being above the 1,050-Btu limit and possibly needing special arrangements to be able to flow to NGPL: Torch-Cameron, CIMA Energy, Superior-HI 37, Smith Petroleum-Liberty, Forest-HI 116, Chevron-WCA, Texaco-Second Bayou, Gold King-LaCassine, UTOS and Hall Houston-HI 72.

ANR reported Wednesday the high pressures on its system that limited the amount of gas available at the Alliance interconnect (see Daily GPI, March 5) had been reduced, and as a result no further problems with shipper deliveries to ANR from Alliance were anticipated.

CenterPoint issued an Operational Alert to notify shippers that with the possibility of continued colder than normal weather this month and current high demands on storage deliverability, it is requiring all shippers and pool managers to stay in balance through the end of March. CenterPoint added that it must limit swings as well as imbalances. Thus shippers are required “to take deliveries as close to ratably as possible throughout the day. In no case will [CenterPoint] allow takes for shippers that exceed their hourly entitlements by more than 10% in any hour. Takes outside of such hourly range may result in an OFO being issued to the offending shipper.”

A force majeure outage of the Seligman Station’s C compressor is causing a greater capacity reduction at Hackberry Station than first estimated, El Paso said Wednesday. Effective with nominations for Wednesday’s Cycle 3 and Thursday’s Cycle 1, capacity through Hackberry has been lowered to 1,900 MMcf/d, a reduction of 200 MMcf/d. A search for repair parts for the Seligman unit is under way and the option of a replacement engine is being explored, but no return to service date has been established, El Paso said.

In response to shipper requests, Questar extended the open season deadline for its Southern System expansion project (see Daily GPI, Feb. 10) from March 14 to noon MST on March 28.

Tennessee has scheduled pigging of the Header and East Leg segments of the Blue Water System offshore Louisiana for Monday through Thursday next week. During this project producers on the 500 Line upstream of Station 527 may encounter higher than normal pipeline pressure. The only interruption of physical flow will be for about 12 hours Monday at the South Marsh Island 76P meter.
