Equitable Resources elected Vicky A. Bailey to its board of directors, increasing in the number of directors from 10 to 11. Bailey also will serve as a member of the company’s corporate governance committee. Bailey is a partner of the governmental relations firm of Johnston & Associates LLC and recently served as assistant secretary for the office of policy and international affairs at the Department of Energy. She is a previous commissioner at the Federal Energy Regulatory Commission and also previously served as a commissioner of the Indiana Public Utility Commission. Following her term at FERC, she assumed the position of president of PSI Energy Inc., Indiana’s largest electric supplier and a subsidiary of Cinergy Corp.

President Bush yesterday announced his intention to nominateVicky A. Bailey, who served as FERC Commissioner for seven years,to be assistant secretary of energy for international and domesticpolicy. She departed the Commission last February to becomepresident of PSI Energy Inc., Indiana’s largest electric utilityand a subsidiary of Cinergy Corp. Bailey, a Republican, was firstnominated to FERC by President Clinton in 1993 to serve a termthatexpired in 1996 and then was renominated for a five-year term. Sheleft the Commission before her full term was up. An Indiana native,Bailey served on the Indiana Utility Commission from 1986 to 1993.

With the disclosure that Commissioner Vicky A. Bailey will beleaving the Federal Energy Regulatory Commission effective Feb. 1,rumors have been flying fast and furious as to who will be hersuccessor. So far, only one name has surfaced – that of McLaneLayton, staff counsel for Sen. Don Nickles (R-OK).

Commissioners Linda K. Breathitt and Vicky A. Bailey last weekjoined the club of those confused about when, if ever, FERC mightsettle the huge number of gas issues that have been on its platefor more than a year. Much to the chagrin of the industry, whichhas been anticipating some type of FERC action soon, Breathittindicated it would take up to six more months, while Baileypredicted the Commission would be delivering a package of gasdecisions by Christmas.
