FERC has given Southern California Edison until noon today (PST)to pay the California Power Exchange (Cal-PX) for its bulkelectricity purchases, which is the deadline by which the Cal-PXmust pay its creditors.

As of Wednesday until further notice, Northwest shippers withprimary corridor rights southbound through Kemmerer (WY) Station arerequired to flow up to 10% of their contract demand from receiptpoints north of Kemmerer. That represents a reduction from 25% thathad been in effect since Dec. 15 (see Daily GPI, Dec. 18).

In an effort to hold off power supply shortages until largerelectricity generating plants come online, the New York PowerAuthority (NYPA) reported that it has selected sites within NewYork City for nine of 11 natural gas-burning generators itpurchased from General Electric Packaged Power.

Although the proposed rulemaking process to beef up safetyinspections of natural gas pipelines isn’t expected to get underwayuntil early 2001, a Duke Energy executive says the Department ofTransportation’s Office of Pipeline Safety (OPS) already has begunto step up its oversight of interstate gas lines.

Citing significant demand in its market area, Florida GasTransmission issued an Overage Alert Day notice Thursday, effectiveuntil further notice. The OFO has a 10% tolerance for negativedaily imbalances.

The purpose was to prevent customerdrafting of the system and to preserve Northwest’s Jackson Prairiestorage inventory, the pipeline said. A Receiving Party is subjectto penalties for delivery point takes of more than 8% above itsconfirmed nominations.

Wait until next year. That was the message from U.S. House Democrats who derailed Senate-passed pipeline safety legislation (S. 2438) in the closing days of the 106th Congress. Opponents of the measure labeled it “soft” on safety.
