Southern California Gas declared a high-linepack OFO for Saturday, saying it would assess Buy-Back charges in accordance with its tariffs to customers who deliver its system more than 110% of their actual gas usage on the OFO day. SoCalGas also said there will be a 15 MMcf/d loss of injection capacity at the Goleta storage facility Monday through Friday of this week while a new PLC controller is installed on the facility’s Unit #7.

The American Public Gas Association (APGA), several power sector groups and other parties last week collectively criticized FERC’s plan to use the “public interest” standard as the default standard of review for energy contract modifications. APGA and the others said this approach “flies in the face of the plain language” of the Federal Power Act (FPA) and the Natural Gas Act (NGA) [RM05-35].

It added that when injection capacity falls below 850 MMcf/d, confirmations of firm storage injection nominations will be reduced as outlined in a notice posted on its Envoy electronic bulletin board on July 1, 2005.

Southern California Gas declared a high-linepack OFO for Saturday, saying it will assess Buy-Back charges in accordance with its rules and tariffs to customers who deliver into its system more than 110% of their actual gas usage. SoCalGas also reminded shippers that due to pipeline maintenance, there will be a loss of 220 MMcf/d of receipt capacity at the North Needles and Topock border points on Monday through Wednesday this week. If total scheduled volumes exceed 1,100 MMcf/d for the combined points during that time, SoCalGas said it will allocate individual receipt point capacities pro rata at North Needles and Topock based on Cycle 1 scheduled quantities. There will be no impact for deliveries received from Kern River at Kramer Junction, the utility said.
