PPL To Build 540 MW Plant, Hike Capacity At Existing Site

Sticking with its strategy of adding electric generating capability in key U.S. markets, PPL Corp. yesterday unveiled plans to build a 540 MW power plant near Chicago and, separately, to increase the capacity of its Susquehanna nuclear plant in Pennsylvania by 100 MW.

American Electric Power has signed a deal with Dow Chemical toconstruct a new gas-fired cogeneration plant to be located on thesite of Dow’s Plaquemine, LA, chemical complex. The 900 MW plantwill provide both electricity and steam to power the complex thatpreviously supplied its own power. “The power plant will enable Dowto be more energy efficient in producing over 50 different productsat our 23 units and allow us to grow to meet the needs of ourcustomers,” explained Chris Mudd, Dow’s Energy Commercial Managerfor Louisiana. The project is expected to begin construction in2001, with a fully operational date set for 2002. AEP will buildthe facility, but Dow will take over the day-to-day operations ofthe plant. A majority of the power will be used by the Dow complexwith the remaining energy being sold to area customers underlong-term contracts by AEP.

Avista Prepares for New Mexico Market Entrance

Avista Power said Tuesday it purchased a 20-acre site inLordsburg, NM from TNP Technologies and plans to put a $70 millionpower plant into service on the acreage by early 2000. The terms ofthe sale were not disclosed. The land contains four oldergenerators, which were in the process of being updated. All permitsand licenses will transfer to Avista Power and the transaction isexpected to close within 60 days.

PNGTS Work Site Dispute Settled

A U.S. federal court resolved a dispute between Portland NaturalGas Transmission System (PNGTS) and Central Maine Power (CMP) overthe use of a CMP right-of-way for the installation of PNGTS. PNGTSwas granted a motion for preliminary injunction filed against CMPin March. The court’s action gives PNGTS immediate possession ofthe property rights on CMP-owned electric transmission corridorsnecessary to install pipeline facilities approved by the FederalEnergy Regulatory Commission (FERC).

Pipe, Power Line Squabble Over Construction Site

Portland Natural Gas Transmission System (PNGTS) told the FERCCentral Maine Power Co. (CMP) is off base in its argument againstsiting of construction activity for PNGTS’ Rumford-Jay lateral pipealong a CMP power line corridor. CMP is seeking a stay order fromthe Commission.
