Tennessee lifted Thursday a Critical Day 1 OFO Alert (see Daily GPI, Nov. 4) for customers under Rate Schedules LMS-MA and LMS-PA. However, customers under Rate Schedule FS, including customers utilizing the Storage Swing Option (SSO) service, will remain subject to the alert until further notice.

NEB Approves Northern BC Connection; Development on a Roll

EnCana Corp. has obtained, on schedule, approval from the National Energy board for a 51-mile, 24-inch diameter pipeline connection from a hot drilling and development region around Fort Nelson, BC to the northwest mainline of the Nova grid in Alberta.

Fabian Reaches Hurricane Status Ahead of Schedule

After being designated a Tropical Storm late Thursday, Fabian achieved Hurricane status Friday afternoon, becoming the third storm to reach that designation this season. As of 5 p.m. EDT Friday, the storm was swirling westward through the Atlantic 1,075 miles east of the lesser Antilles, according to the National Hurricane Center (NHC).

Enron Trials May Begin in October 2005

A federal judge in Houston is considering a proposal to schedule October 2005 as the beginning of civil trials against Enron Corp., its former executives and investment firms. U.S. District Judge Melinda Harmon had put all of the Enron-related lawsuits on hold until she had reviewed the defendants’ requests to dismiss them.

The record rainfall in various parts of the nation this year apparently is playing havoc with some pipeline construction schedules. Southern Natural Gas Co., for one, has asked, and received, from FERC two extensions to complete construction and place into service phase one of its South System Expansion II project in the Southeast.

Transportation Notes

El Paso changed the pigging schedule for Line 1102 from Plains to Dumas; see the bulletin board for operational details and capacity effects. It also postponed to an unspecified later date, pending delivery of critical parts, a total shutdown of the Window Rock Station that had been planned for Thursday (April 24). However, Window Rock’s A Plant only was down for Department of Transportation inspections and gas cooling equipment tie-ins Thursday, with the 7A turbine remaining down through Friday. This work, in combination with ongoing maintenance at Flagstaff Station and on the Window Rock 2B turbocharger, will reduce capacity of the North Mainline by 160 MMcf/d Friday, by 110 MMcf/d Saturday, and by 26 MMcf/d Sunday through Tuesday.

GAO: More Inspectors Needed to Carry Out New Pipe Safety Oversight

The Department of Transportation’s Office of Pipeline Safety (OPS) has set up an “aggressive” and “ambitious” schedule to carry out its integrity-management approach to ensure the safe operation of natural gas and hazardous liquid pipelines. But the agency could fall short of its goal if it doesn’t formulate a workforce plan to identify the additional federal inspectors it will need to hire and state inspectors it will need to train to implement its new inspection strategy, according to a General Accounting Office (GAO) report that became publicly available on Friday.
