It wasn’t long ago that producers bemoaned sky-high offshore rigday rates and said a turnaround in climbing rates was needed toprevent harm to the industry. Well, that turnaround seems to beunderway.

El Paso Field Services said its Global Compression Project inthe San Juan Basin is now complete, providing producers with anadditional 40,000 horsepower of compression, new gas dehydrationfacilities and 54 miles of new pipeline looping.

Weak oil prices were the bane of three major producers reportingsecond quarter earnings so far. Depressed crude prices were blamedfor second quarter and 1998 first half results significantly offfrom year-ago periods. At least one company said it may refigureE&P expenditures should the low prices persist. Gas prices alsowere off in most cases but less so than oil.

Canadian natural-gas producers have opened up their wallets toshow they mean to make the Sable Offshore Energy Project (SOEP)live up to its billing as a “seed” development that will sprout agrowing new branch of the industry on the East Coast.

Producers predicting gloom and doom for gas supply based on 1997reserve replacement estimates are being way too pessimistic,according to Tom Woods, Ziff Energy Group vice president for U.S.gas services. He told attendees at GasMart/Power ’98 Wednesday inNew Orleans the reason gas prices have been so high is that themarket is spooked. “How much of what we are seeing is the substanceof what is occurring and how much of what we are seeing is reallythe form it is taking because of some change maybe in industrybooking practices? I would suggest to you that industry bookingpractices are beginning to resemble a more traditional inventoryapproach to life rather than the very long-term reserve toproduction ratios that we traditionally used to have in terms ofrecovery…”

Although it is widely believed the collapse of crude oil pricescould force many producers to cut back drilling plans this year,Unocal Corp. was the first company to formally confirm ityesterday. Unocal said it will prune its capital spending by about$250 million to $1.3 billion. According to CEO Roger C. Beach thecapital expenditure reductions will come in three areas: near-termproduction projects that are most heavily affected by lower currentcommodity prices, investments in non-oil and gas businesses, andlonger term exploration projects that could benefit from more dataevaluation. The move probably will not have a significant impact onUnocal’s natural gas production, a spokesman said, adding however,some associated gas production could become a casualty in thecutbacks. No specifics were available.

CNG Energy Services of Pittsburgh signed a three-year contractwith Ormet Corp., one the nation’s largest aluminum producers andsuppliers of aluminum products, to provide gas management servicefor eight Ormet facilities in the United States. The facilitiesconsume about 12 Bcf/year

With all regulatory approvals in place at both Federal andProvincial levels, sponsors of the Sable Island Offshore EnergyProject last week signed both their key commercial agreements andthe Facilities Alliance Agreement to engineer, construct andinstall production and gathering facilities to handle delivery of 3.5 Tcf of gas from offshore Nova Scotia. This formally commits theowners to the $2 billion first phase, which will deliver the firstgas in late 1999.
