While other stakeholders have been critical of California’s preliminary draft hydraulic fracturing (fracking) rules, two energy attorneys with the firm of K&L Gates consider the rules’ proposed protections for trade secrets to be adequate for shielding exploration and production (E&P) operators’ proprietary information tied to fracking.

Department of Energy (DOE) Secretary Steven Chu is stepping down, following several other key energy and environmental officials, including Interior Secretary Ken Salazar and Environmental Protection Agency (EPA) Administrator Lisa Jackson. “I informed the president of my decision a few days after the election that [my wife] and I were eager to return to California. I would like to return to an academic life of teaching and research but will still work to advance the missions that we have been working on together for the last four years,” he said. Chu in a letter to his employees highlighted some of the progress made while serving in the administration, including forming a $45 million inter-agency effort last year by Interior, DOE and EPA o research hydraulic fracturing (fracking) during fiscal 2013. He also cited DOE’s role in capping BP plc’s blown Macondo oil well in the Gulf of Mexico in 2010. Salazar, who oversaw a moratorium on offshore drilling after the BP oil spill and the restructuring of the agency, will step down in March (see NGI, Jan. 21). Jackson resigning following President Obama’s State of the Union speech on Feb. 12, bringing to an end a sometimes tumultuous four-year tenure (see NGI, Jan. 7).

Penn Virginia Corp.’s 40% working interest partner in its Lavaca County, TX, Eagle Ford Shale acreage has elected to go “nonconsent” on the last 17 initial unit wells on the acreage. Penn Virginia said it will seek a partner to acquire the 40% working interest. Of 17 initial unit wells, seven have been drilled, two are being drilled and eight remain to be drilled, the company said. The current working interest partner will have no participatory rights in any subsequent wells drilled in the unit. As a result, Penn Virginia’s net Eagle Ford acreage in Lavaca County will increase from about 9,200 acres to about 13,400 acres upon the drilling of all of the initial unit wells. “We expect that each of the drilling units will support up to an additional four primary development wells after the initial well,” Penn Virginia said. “To date, our Lavaca County wells have generally met or exceeded expectations with average reserves of approximately 500,000 boe and attractive economics.” In October, Penn Virginia acquired about 4,100 net Eagle Ford acres in Gonzales and Lavaca counties for about $10 million. Other nonoperated working interest owners were expected to acquire some of the acreage (see Shale Daily, Oct. 4). One year ago, the company said it was exploring the Eagle Ford with an undisclosed “major oil and gas company” (see Shale Daily, Dec. 21, 2011).

BC Shales, Export Potential Forecast to Lift Canada Gas Market

Canada’s natural gas industry will see a difficult market over the next several years, marked by lower prices, falling production and a decline in exports to the United States, but unconventionals will turn around the economy once new export terminals are completed in British Columbia (BC), the Conference Board of Canada said Monday.

Marathon Oil Corp. COO David E. Roberts Jr. resigned effective Friday (Dec. 14) to “pursue other interests,” according to the company. Since joining the Houston-based producer in 2006, Roberts had been considered an important contributor to the upstream business. He was named senior vice president for business development and was promoted in 2008 to executive vice president of upstream, overseeing upstream and production. Roberts became COO when the company spun off its refining operations last year to become a pure-play explorer and was said to be on the short list to succeed CEO Clarence Calazot, 62. The company declined to offer further details.

Texas Landowner Gets Restraining Order Against Keystone XL

A Texas landowner who three weeks ago signed an easement agreement with TransCanada Corp. on a part of its Keystone XL oil pipeline project won a county court-ordered temporary restraining order on part of the Keystone southern portion for which work is ongoing in three segments between Cushing, OK, and the Gulf of Mexico (GOM).
