El Paso changed the pigging schedule for Line 1102 from Plains to Dumas; see the bulletin board for operational details and capacity effects. It also postponed to an unspecified later date, pending delivery of critical parts, a total shutdown of the Window Rock Station that had been planned for Thursday (April 24). However, Window Rock’s A Plant only was down for Department of Transportation inspections and gas cooling equipment tie-ins Thursday, with the 7A turbine remaining down through Friday. This work, in combination with ongoing maintenance at Flagstaff Station and on the Window Rock 2B turbocharger, will reduce capacity of the North Mainline by 160 MMcf/d Friday, by 110 MMcf/d Saturday, and by 26 MMcf/d Sunday through Tuesday.

Citing “colder than normal weather conditions and current pipeline operations,” Panhandle Eastern posted an operational alert Monday restricting flow at delivery points east of Tuscola, IL. For shippers under Rate Schedules EFT and EIT, flows will be limited during any hour of the gas day to one-sixteenth of the total daily gas nominated at the delivery point. For Rate Schedule FT customers, no more than one-twenty-fourth of the daily total can be delivered during any hour of the gas day.

Pacific Gas & Electric Co. called high-inventory systemwide operational flow orders Friday and Saturday. The Stage 2 OFO on Saturday had a 3% tolerance with $1/Dth penalties. The company said its California Gas Transmission system has been operating above normal operating limits (4.5 Bcf) since Wednesday and is expected to reach nearly 4.7 Bcf by Sunday.

Pacific Gas and Electric Company called a state two high inventory operational flow order with a 0% tolerance for Friday on its California Gas Transmission system. Penalties are $1/Dth. The company expects system inventories to extend well into the red zone above 4.5 Bcf through the weekend.

Transportation Notes

Due to operational problems with high liquids on the Matagorda Offshore Pipeline System (MOPS) offshore Texas, all production on MOPS was shut in Tuesday until further notice. The action affected 50 MMcf/d into Florida Gas Transmission at their Refugio, TX interconnect and also affected unspecified amounts in force majeure declarations at MOPS’ MidCon Texas Pipeline and Koch Gateway (Gulf South) McFaddin delivery points.

Gas-Fired Power Development Still Booming

One new gas-fired power plant will become operational every three days over the next two years, according to a new assessment by Arlington, VA-based consulting firm Energy Ventures Analysis Inc. (EVA). More than 367,000 MW of new gas-fired generation is either in operation, construction or active development, a 7% increase over last quarter, EVA said in its report, “Tracking the Boom of New Power Plants in the U.S.”

FERC Staff to Monitor Pipes for OFO Abuses

The Federal Energy Regulatory Commission revealed last Thursday that it has set up a mechanism so its staff can closely monitor operational flow order (OFO) activity on interstate natural gas pipelines to determine whether abuses may be occurring against pipeline shippers.
