Transportation Notes

TransCanada PipeLines Ltd. finished repairs of the second rupture point on its Nova system Thursday morning and put the stretch of pipe back into service. The two line breaks occurred early last week in a remote section of Alberta, shutting down the 36-inch pipeline and approximately 465 MMcf/d of the 750 MMcf/d throughput. Only 285 MMcf/d was getting through with both ruptures, according to TransCanada spokeswoman Hejdi Feick. After the first rupture was fixed Saturday, the pipeline was moving 313 MMcf/d, she noted, adding that the pipes current throughput was not known yet. While some producers shut in gas during the down time, others turned to alternative shipping channels such as the Alliance Pipeline. TransCanada PipeLines’ preliminary investigations have indicated external corrosion was the likely cause of the ruptures (see Daily GPI, Dec. 5).

NOVA lifted Tuesday afternoon a force majeure declaration for the 8-inch Hamilton Lake Mainline in eastern Alberta (see Daily GPI, Sept. 9) and reinstated services at the Hamilton Lake and Veteran Meter Stations.

NOVA declared force majeure Sunday after a backhoe caused a line rupture on the 8-inch Hamilton Lake Mainline in eastern Alberta. The line was isolated and flows at Veteran Meter Station (typically just under 2 MMcf/d) and Hamilton Lake Meter Station (12.5 MMcf/d) were cut to zero until further notice.

Sable Owners Award Tier 2 Contracts

The owners of the Sable Offshore Energy Project (SOEP), off Nova Scotia, announced Monday the awarding of contracts for Tier 2, or second phase, of the project that is expected to produce a total in excess of 600 MMcf/d and 24 thousand bbl/d of liquids by 2003 when both tiers are up and running, according to estimates by part-owner ExxonMobil. Current production averages 550 MMcf/d of sales gas and 20,000 bbl of natural gas liquids.

The TransCanada Alberta system (NOVA) said Thursday it “understands the impact that the fire at the ethane facility near Fort Saskatchewan is having on the industry.” The pipeline is granting on a case-by-case basis a hydrocarbon dew point relief to shippers upon written request, pending downstream review. “At this point we have observed no adverse operational impacts on our system,” TransCanada said. “It has been determined that the overall heating value at Empress has remained steady, whereas the average heating value at ABC [Alberta/British Columbia border] has risen since Sunday…We have seen no significant reduction of overall field receipts and we are not aware of any major concerns for downstream transporters or end-users.” TransCanada noted that in light of a press release Wednesday by BP Canada, the ethane facility operator, “we understand that there is a plan to reactivate a liquid pipeline system. Although there are no immediate plans to extinguish the fire, they do expect the duration of the fire to last at least two weeks.”

Canadian Superior Energy Inc. plans a major East Coast drillinginitiative offshore Nova Scotia on the company’s Marquis Prospectby September. The prospect is located about 12.5 miles northwest ofSable Island, and is analogous to PanCanadian Petroleum Ltd.’srecent 2 Tcf Abenaki Reef discovery there.
