As of Wednesday until further notice, Northwest shippers withprimary corridor rights southbound through Kemmerer (WY) Station arerequired to flow up to 10% of their contract demand from receiptpoints north of Kemmerer. That represents a reduction from 25% thathad been in effect since Dec. 15 (see Daily GPI, Dec. 18).

Northwest gave shippers notice Friday afternoon of a potential OFOthat would take effect today “if scheduled quantities remain atroughly the same level at Kemmerer as they have for the past twodays.” The pipeline noted that customers scheduled a net 501,982 Dthto flow north through the Kemmerer (WY) Compressor Station forFriday’s gas day and a net 521,204 Dth through the Timely cycle forSaturday’s gas day. Station capacity is 474,000 Dth. The pipelinecontinued: “Cooler temperatures are forecasted for Northwest’s majormarket areas. Further, the price differences among the various supplybasins connected to Northwest’s system continue to favor gas purchasesat receipt points south of Kemmerer. Overscheduling at Kemmererrequires Northwest to withdraw from its Jackson Prairie [storage]inventory. System reliability dictates that withdrawals cannotcontinue indefinitely.” No OFO had been issued as of press time Mondayafternoon, but a Declared Stage II Entitlement (see Daily GPI, Oct. 30) remained in effect.

Alliance Pipeline said it received notice from both the NationalEnergy Board (NEB) and the Federal Energy Regulatory Commission(FERC) that its tariffs have been accepted as filed. Alliancecurrently expects that its in-service date will be Oct. 30. “OnOct. 9 we plan to begin operation of the electronic systems whichimplement the various business procedures outlined in the tariffs.At that time, Alliance will facilitate capacity release andassignment transactions for our shippers, with full nominationprocedures being implemented on our in-service date,” said JackCrawford, vice president of public, government and regulatoryaffairs. Alliance is designed to deliver 1.325 Bcf/d of gas fromthe gas producing regions of northeastern British Columbia andnorthwestern Alberta to the Chicago, IL, area where itinterconnects with the North American pipeline grid.

El Paso Natural Gas issued an emergency notice Monday, reportingthat the Bondad 2A turbine must be taken down to repair an oil leaktoday. The work will reduce the capacity of the station by 95MMcf/d. El Paso also said Line 1200 and 1201 are being “SmartPigged” this week on Sept. 19, 21 and 24, causing a reduction of 40MMcf/d of San Juan Basin capacity.
