Tuscarora Lateral Approved by FERC

FERC has approved a proposal by Tuscarora Gas Transmission toincrease its mainline capacity and construct a new lateral toprovide up to 10,000 Dth/d of FT for Sierra Pacific Power.

FERC upheld its March decision on remand in which it disclaimedjurisdiction over a four-mile, six-inch line of KN WattenbergTransmission LLC that serves two industrial customers in FortMorgan, CO. The Commission asserted jurisdiction over the lateralin a November 1997 ruling, but the U.S. Court of Appeals for theTenth Circuit remanded the decision two years later. Last March,FERC vacated its controversial decision upon acknowledging that theline met the qualifications for a Hinshaw exemption and, therefore,was subject to regulation by the Colorado Public UtilitiesCommission.

BC Gas selected Marine Pipeline Construction, a division of MurphyPipeline Inc., as its contractor for the 188-mile, 24-inch diameterSouthern Crossing gas pipeline. The contractor will begin movingequipment immediately to locations along the pipeline route, whichstretches from Oliver to Yahk, BC. Construction is expected to beginbefore June 1 and be completed by November. The C$377 million projectwill be designed to initially transport 250 MMcf/d with room forexpansion to 600 MMcf/d. Producers, Utilities Protest Trunkline Spin-down

Major producers and utilities registered strong protests toTrunkline Gas Co.’s proposal to spin down a 720-mile portion of its26-inch diameter mainline, saying that while this action may be inthe pipeline’s best interest it’s not “in the public interest.”
