Saying it had limited operational flexibility to manage imbalances in upstream Zones 0, L, 1, 2, 3 and 4 over the long holiday weekend, Tennessee issued an Imbalance Warning for shippers in those zones effective Friday until further notice. Affected delivery point operators are required to keep actual daily takes out of the system equal to or greater than scheduled quantities regardless of their cumulative imbalance position. Receipt point operators must keep actual daily receipts into the system equal to or less than scheduled quantities regardless of their cumulative imbalance position.

After accepting limited nominations for two cycles of Sunday’s gas day, Ruby Pipeline said based on current pipeline conditions and imbalance payback quantities, it would be able to increase operationally available capacity for Monday “in excess of firm contracted capacity starting with the Evening Nomination Cycle (Cycle 2) tonight [Monday].” The return to service in excess of firm contract quantities ended the related force majeure event effective for Monday, Ruby added. See the bulletin board for other details on the pipeline’s restoration of service following a system shutdown caused Dec. 10 by a block valve yard fire in a remote area of Utah (see Daily GPI, Dec. 13).

PA Senate Passes Impact Fee; Time Running Out for House Vote

Corbett wants an impact fee, but his proposal is closer to the House version. Still, following the Senate vote, he offered limited praise for the measure, calling it “a significant step forward toward finalizing a strong and sensible Marcellus Shale legislative package…While productive discussions are ongoing and continue to resolve the various issues related to the Marcellus Shale, [Wednesday’s] action reaffirms the strong commitment of the Senate to achieve out common goals of safe and responsible natural gas development in Pennsylvania.”

Due to forecasted lower demand this weekend and limited operational flexibility to manage imbalances, three Spectra Energy pipes — Texas Eastern, Algonquin and East Tennessee — are requiring operators of all receipt and delivery points to maintain flat or negative imbalances for the gas days of Saturday and Sunday.

Price Rally Continues, Grows a Little Stronger
