Destin Pipeline canceled Friday morning a force majeure that hadbeen issued on the previous afternoon due to a temporary shutdownof the BP Amoco Pascagoula (MS) Processing Plant. Destin had askedplatform operators to reduce production to 25% of scheduledquantities until the plant came back on-line.

Citing cold weather and operational conditions, MRT issued anOFO Wednesday. All IT and AOR (Authorized Overrun) volumes flowingnorth of the Glendale (AR) Station on the Main Line wereinterrupted. Affected customers should re-source their Main Linesupplies to the East Line or take their Main Line IT and/or AORreceipts to zero, MRT said.

MRT issued an OFO Tuesday due to anticipated cold weather andoperational conditions; the order will remain in effect today anduntil further notice. It is interrupting all IT volumes andAuthorized Overrun gas flowing on the mainline north of theGlendale, AR, Station. MRT will not allow underdelivery of gasduring this time but will continue to accept positive imbalancenominations.

Saying it is experiencing a shortage of receipts at itsMarshfield, WI, interconnect with Viking that may threaten itssystem integrity, ANR issued an OFO for the point that takes effecttoday. All firm shippers nominating MDQ (Maximum Daily Quantity)with Marshfield as a receipt point must keep their nominations atthose levels until further notice, and all firm shippers nominatingless than MDQ at Marshfield must raise their volumes to MDQ levels.Any firm shipper nominating Marshfield as a delivery point may notincrease volumes until further notice.

FERC Sets RTO Rules for Power Grid

On the brink of the new millennium the Federal Energy RegulatoryCommission last week issued Order 2000 to take the bulk powermarket the next step toward a competitive grid with a final rulesetting the parameters for independent Regional TransmissionOrganizations (RTOs). The vote was 4-0 with Commissioner VickyBailey recusing herself.

Citing anticipations of cold weather and operational conditions,MRT issued an OFO effective today until further notice. Thepipeline will interrupt all IT volumes and Authorized Overrun gasin excess of contract demand flowing north of the mainline’sGlendale (AR) Station. Firm customers must restrict mainlinevolumes to within their contracted zone entitlement and primarypath. MRT will have a zero tolerance for underdeliveries during theOFO but will continue to accept positive imbalance gas. The OFOsupersedes a System Protection Warning that took effect Wednesday(see Daily GPI, Dec. 15).

NW Natural Allowed Net Revenue Increase

Northwest Natural Gas Co. reported that the Oregon PublicUtility Commission (OPUC), in an order issued Nov. 12, authorized anet revenue increase from NW Natural’s Oregon operations of $0.2million/year. The revenue increase will come from rate increasesaveraging about 1.3% for Oregon residential customers, partiallyoffset by rate decreases for certain commercial and largeindustrial customers.
