A proposed severance tax on natural gas drilling in Pennsylvania may be dead this year, but the issue could return during the 2011 legislative session and it lives on in the campaigns of the candidates for governor. With Democratic Gov. Ed Rendell leaving office in January and the makeup of the state’s currently Democrat-dominated House and Republican-dominated Senate likely to change with the Nov. 2 election, Pennsylvania’s Marcellus policies could be looking at a facelift next year.

BLM’s Wyoming Office Tries to Trim Lease Backlog

The Bureau of Land Management (BLM) in Wyoming is trying to trim a two-year backlog of natural gas and oil leases and plans to issue 145 leases auctioned two years ago that have been held up by environmental protests. However, a federal auction held last Tuesday may only add to the backlog.

Transportation Notes

Pacific Gas and Electric did not issue a systemwide Stage 2 high-inventory OFO for Wednesday on its California Gas Transmission system until Tuesday evening. It extended the OFO through at least Thursday and tightened the tolerance for positive daily imbalances from 13% to 5%.
