Looking for an experienced global industry player and perhaps indicating a shift of potential gas supply sources, Houston-based Crystal Energy, LLC, announced last week that it has an “in-principle agreement” with Australian-based Woodside (USA) Energy Inc. to develop Crystal’s proposed liquefied natural gas (LNG) receiving terminal off the coast of Oxnard along the part of Southern California’s coast dotted with offshore oil platforms. Crystal originally proposed bringing Alaskan gas supplies through its terminal.

Transportation Notes

Noting forecasts indicating that Hurricane Frances could make landfall on the cast coast of Florida or turn north and make landfall north of the state, Florida Gas Transmission said Wednesday landfall is expected to occur sometime over the Labor Day weekend. “Historically, gas demand is high on FGT just prior to a hurricane passing over Florida. This high demand is then followed by a dramatic decrease in gas demand if the hurricane actually makes landfall in Florida. Additionally, gas demand can be high when a hurricane just passes by Florida without making landfall,” the pipeline added. Because of the anticipated load volatility, FGT asked customers to make adequate arrangements to manage supplies to accommodate both increases and decreases in demand. To maintain operational integrity, FGT said it may issue either an Overage or Underage Alert Day on any of the upcoming gas days. (An Overage Alert Day notice at 20% tolerance remained in effect through at least Wednesday).

Transportation Notes

Citing forecasts for much of its market area indicating “extremely cool conditions” starting Thursday and continuing through the weekend, Transco said that effective with Thursday’s gas day it is not allowing excess storage injections under Rate Schedules GSS or WSS and will not allow any Park quantities or Loan payback. Also, effective Friday it will not allow due-pipeline (receipt make-up) nominations. The pipeline added that if it experiences a significant decrease in operational flexibility, it may limit the scheduling tolerance at pooling points to 1% or take additional actions.

Transportation Notes

Indicating lower linepack levels than desired, Westcoast changed the tolerance range for daily imbalances Tuesday to 20% pack and zero draft. The normal range is 10% pack and 10% draft.

FERC Intervenes in CA Contract Case; Will Uphold Mobile-Sierra Standard

Indicating that it intends to hold California complainants to the higher Mobile-Sierra standard in their attempts to overturn power contracts signed by state agencies with Allegheny Energy Supply and certain other power generators, FERC said last week the full Commission alone will render a decision on those companies — and soon.

MMS Says Nearly All Offshore Gas Shut In, But Most Prices Dive

Despite Minerals Management Service (MMS) saying it had received reports indicating that close to all offshore gas production had been shut in Wednesday, cash prices plunged by about a quarter or more at most points. The still-rebounding Rockies achieved the day’s only gains of about a dime to a little more than 20 cents.
