Sempra Files for Baja LNG Terminal; Bolivian Gas Source Stymied

San Diego-based Sempra Energy earlier this month became the second company to apply to the Mexican federal energy agency for approval to build a $600 million liquefied natural gas (LNG) receiving terminal and related facilities on the Pacific Coast of North Baja, but the enthusiasm for the project may have been dampened somewhat by reports that contracts for its prime source of LNG in Bolivia are still not in place.

ANR Files West Leg Expansion, Tests Market for New Lebanon Lateral Space

ANR Pipeline Co. last week requested FERC approval of a $42.1 million pipeline looping and replacement project in Walworth and Rock counties, WI. The West Leg Expansion project is designed to add 220,000 Dth/d of firm transportation capacity to its system in order to serve new demand from local distribution companies and power generators. The pipeline company also started an open season to test the market’s interest in expanding its portion of the Lebanon Lateral, which is jointly owned by Texas Eastern Transmission.

Another Junior Independent — Panaco — Files for Bankruptcy

For the second day in a row, another Houston-based small independent producer has announced plans to file for bankruptcy. Panaco Inc. said Tuesday it would file a voluntary petition for relief under Chapter 11 in the U.S. Bankruptcy Court, on the heels of Contour Energy Co., which announced similar plans on Monday (see Daily GPI, July 16).

Coho Files for Chapter 11 Protection

Dallas-based independent Coho Energy Inc. and two of its subsidiaries, Coho Resources Inc. and Coho Oil & Gas Inc., have filed for voluntary bankruptcy protection under Chapter 11. Inadequate liquidity and capital resources and extreme indebtedness forced the company and its subsidiaries to make the filing at the U.S. Bankruptcy Court for the Northern District of Texas, Dallas Division. The filing will permit the company to continue business operations while it develops a plan to reorganize its financial affairs.

CA DWR Files Cross-Lawsuit for Fraud Against Sempra Energy

In a simmering legal dispute over one of its largest long-term power supply contracts, California’s wholesale electricity-buying agency, the Department of Water Resources (DWR), Tuesday filed a counter lawsuit in a San Diego state Superior Court against Sempra Energy and replied to an earlier lawsuit by the company.

BP Unit Files Application with WA Regulators for 720 MW Plant

A unit of BP PLC has submitted an application with the Washington State Energy Facility Site Evaluation Council to construct and operate a 720 MW, natural gas-fired cogeneration facility in the state. Of note, BP Westcoast Products LLC is not closing the door on bringing in another company to participate in the management, development and construction of the plant in exchange for an equity interest once BP Westcoast obtains a permit.

NewPower Files Chapter 11 Bankruptcy, Sheds TX and GA Customers

Coming as little more than a formality last Tuesday, NewPower Holdings Inc. and its subsidiaries TNPC Holdings and The New Power Co. (collectively NewPower) said that they have filed voluntary petitions for Chapter 11 bankruptcy in the U.S. Bankruptcy Court for the Northern District of Georgia. The filings came one day after NewPower liquidated its 80,000 power customers in Texas and one day before the company entered into an agreement to sell its 210,000 natural gas customers in Georgia.
