Reporting that its Washington Ranch Storage Field was experiencing maximum withdrawals, El Paso declared an Unauthorized Overpull Penalty situation Tuesday. It urged shippers to review their supply/demand balances and the performance of their suppliers to ensure that sufficient gas is delivered to El Paso to cover the gas being taken off-system. The pipeline said it will limit scheduled volumes at underperforming interconnects.

DEFS More Than Doubles Western Canada Capacity

Duke Energy Field Services (DEFS) reported late last week that it is more than doubling its natural gas processing capacity in western Canada with the acquisition of Canadian Midstream Services Ltd. (CMSL). If completed, the acquisition will significantly strengthen the midstream company’s asset base in the region.

Transportation Notes

El Paso Field Services has scheduled maintenance on El Pasopipeline’s Waha GE turbine for April 22-27. During that periodwellhead nominations on six gathering systems (GGOMEZHI, GTORO,GGOMEZLO, GWAHA,GSIBWAHA and GWAHARC) will be cut to zero. Someshippers on those systems may be able to flow gas to Western GasResources or Koch Pipeline, EPFS said, but must have a prior dealwith those entities for the flow days in question. EPFS must benotified of such arrangements by April 19; otherwise, “the shippersmust instruct their various producers to shut in during theduration of the maintenance.”

BJ Services and Precision Drilling were awarded a major fielddevelopment contract by Petroleos Mexicanos (Pemex). The projectentails the drilling and completing of 240 gas wells in the BurgosBasin, which covers more than 21,000 square miles and is located inthe northeastern part of Mexico near Camargo.

Burlington Resources Inc. has completed and tested the fifthDeep Madison formation well, the Bighorn 6-27 at the Madden Fieldin central Wyoming. Burlington, headquartered in Houston, operatesthe well and holds a 49% working interest. The well reached a totaldepth of 25,855 feet in early January and now, Burlington intendsto move to a two-rig development drilling program in the secondquarter. BR currently operates four wells producing from the deepMadison formation, each capable of gross production in excess of 50MMcf/d. Current gross production is approximately 130 MMcf/d fromthe Madison formation, but production is constrained by processingcapacity at the Lost Cabin Gas Plant in Lysite, WY. The plant’sthird train, now under construction, is scheduled for completion inlate 2002, which will allow gross production to increase to a totalof 310 MMcf/d.
