Gulfstream Places Phase II System Extension into Operation

After receiving FERC approval Gulfstream Natural Gas System on Tuesday placed its Phase II pipeline facilities in Florida into service, extending the reach of the pipeline by 110 more miles across the Sunshine State and providing 350 MMcf/d of additional long-term firm transportation service.

MarkWest Buys Enterprise’s Stake in Starfish Pipeline for $42M

MarkWest Energy Partners L.P. said it will pay Enterprise Products Partners $42.1 million for a 50% non-operating stake in Starfish Pipeline Co., which owns the FERC regulated Stingray natural gas pipeline, the unregulated Triton natural gas gathering system and the West Cameron dehydration facility, all located in the Gulf of Mexico or onshore in southwestern Louisiana.

MarkWest Buys Enterprise’s Stake in Starfish Pipeline for $42M

MarkWest Energy Partners L.P. said it will pay Enterprise Products Partners $42.1 million for a 50% non-operating stake in Starfish Pipeline Co., which owns the FERC regulated Stingray natural gas pipeline, the unregulated Triton natural gas gathering system and the West Cameron dehydration facility, all located in the Gulf of Mexico or onshore in southwestern Louisiana.

As expected, Colorado Interstate Gas (CIG), a subsidiary of El Paso Corp., last week filed a formal application with FERC to construct the proposed Raton Basin expansion project (see NGI, Jan. 10). The project’s targeted date for initial service is Oct. 1, 2005, with full completion in December 2005. The $61 million expansion will add 104,600 Dth/d of natural gas transmission capacity from the Raton Basin to Midcontinent delivery systems in south-central Colorado and the Oklahoma Panhandle. El Paso said the project includes 102 miles of 16-, 20-, and 24-inch pipeline looping, 1,770 horsepower of additional compression and new metering facilities. “With this expansion, CIG will have more than 380,000 Dth/d of daily firm delivery capacity available to the production community in the Raton Basin. Both producers and shippers will benefit from our enhanced ability to deliver gas to premium growth markets,” said James Cleary, president of El Paso’s Western Pipeline Group. Five producing shippers have executed firm agreements with minimum 10-year terms for transportation services on the project. They are Pioneer Natural Resources Co., El Paso Energy Raton LLC, Red River Ranch Holding LLC, Apple Tree Holdings LLC and XTO Energy.

CIG Requests Raton Basin Expansion

As expected, Colorado Interstate Gas (CIG), a subsidiary of El Paso Corp., on Tuesday filed a formal application with FERC to construct the proposed Raton Basin expansion project (see Daily GPI, Jan. 7). The project’s targeted date for initial service is Oct. 1, 2005, with full completion in December 2005.

FERC on Tuesday gave Freeport LNG Development LP the green light to begin construction of an agency-approved liquefied natural gas (LNG) import terminal and associated gas pipeline facilities on Quintana Island near Freeport, TX. The Commission has given the company a five-year construction window to build the project. The sendout capacity of the facility will be up to 1.5 Bcf/d. Two storage tanks each will have the capacity to hold 3.5 Bcf. The project also will include a 10-mile, 36-inch diameter pipeline extending from the import terminal to a proposed meter station at Stratton Ridge storage hub in Brazoria County, TX. The targeted in-service date is June 2009. Dow Chemical has signed a 20-year agreement to reserve 500 MMcf/d of the plant’s capacity. ConocoPhillips has entered into an agreement to fund the construction of the LNG facility (more than $500 million) in exchange for the remaining 1 Bcf/d of capacity.
