Citing maximum withdrawals at its Washington Ranch storage facility, El Paso declared an Unauthorized Overpull Penalty situation Tuesday. The pipeline also said the Flagstaff (AZ) Station’s #1 unit requires extensive repairs that will make the station unavailable through April 9. The work reduced capacity of the North Mainline by about 90 MMcf/d effective with Tuesday’s Cycle 2 nominations.

Oregon Supreme Court Clears Northwest Natural’s South Mist Pipe Extension

Siding with the Oregon’s Energy Facility Siting Council, the Oregon Supreme Court has ruled that the siting of Northwest Natural’s 62-mile South Mist Pipeline extension was done properly. The decision clears the way for major construction to begin on the $94 million project next spring with an in-service date of the heating season of fall 2004.

El Paso declared an Unauthorized Overpull Penalty situation late Monday afternoon, saying its Washington Ranch storage facility was experiencing maximum withdrawals. “To insure system integrity, El Paso will place limits on scheduled volumes at interconnects that are underperforming,” the pipeline added. El Paso also said it has not determined how long the Alamo Lake Station’s #2 turbine will be down for unscheduled repairs. The outage reduced capacity of the Havasu Crossover 145 MMcf/d effective with nominations for Cycle 4 Monday and Cycle 2 Tuesday until further notice.

Marathon to Bring Indonesian LNG Supply to Tijuana Facility

Taking the next logical step after receiving federal approval for its proposed LNG terminal in Baja California Norte (see NGI, May 12), Marathon Oil Corp. and its two joint development partners in the Tijuana Regional Energy Center project, Grupo GGS, S.A. de C.V. and Golar LNG Ltd, announced Thursday that they have entered into an memorandum of understanding to import three million to six million tonnes/year of liquefied natural gas (LNG) for 20 years.
