The Washington Ranch Storage facility will be down for annual Department of Transportation inspections and other maintenance Aug. 4-8, El Paso said. There will be no injections or withdrawals during the outage, which El Paso said will deprive it of a large degree of operational flexibility. This makes it critical that all shippers manage their volumes carefully to balance receipts and deliveries daily, the pipeline said. It added that Line 7100 from Washington Ranch to the South Mainline will be pigged Aug. 19-20, requiring withdrawals from Washington Ranch.

Trinidad’s Atlantic LNG Completes Expansion Project

Trinidad and Tobago’s Atlantic LNG completed its third liquefaction train, a 3.3 billion cubic meter/year facility that brings plant capacity to 12.8 Bcm/year (453 Bcf/year or about 1.2 Bcf/d). The addition of the third train marks the completion of a US$1.1 billion expansion that started in the first quarter of 2000. The first phase of that expansion, Train 2, was completed on Aug. 12, 2002.

Moody’s Ups Rating on New CMS Credit Facility

CMS Energy Corp. got encouraging news from Moody’s Investors Service on Wednesday, when the ratings agency assigned “B2” ratings to its new secured bank credit facilities. The ratings, said Moody’s, reflect not only the ongoing nature of the stressed financial profile of the company, but the “significant progress” made to execute its asset sales strategy.

Transportation Notes

Tennessee said tests at its Bear Creek Storage Facility will continue through April 22. To ensure that it has sufficient injection capacity to manage system operations, Tennessee anticipates that effective Thursday it will implement the following constraints: no IS and FS-AO injection nominations will be accepted for Bear Creek, and Ellisburg and Harrison injection nominations will be limited to Primary only. The restrictions are expected to remain in effect through April 22.

FERC Narrows Access to Critical Energy Facility Information

The Federal Energy Regulatory Commission last week voted out a final rule restricting the general public’s easy access to sensitive information about critical energy infrastructure information (CEII). At the same time, however, the agency established an optional process for the public and other participants in FERC proceedings to request the data that might otherwise be unavailable on FERC’s web site and under the Freedom of Information Act (FOIA).
