Ohio Gets Much Brighter as 3,400 MW Are Approved

The Ohio Power Siting Board (OPSB) recently approved construction of two new gas-fired electric generation facilities within the state in an effort to keep ahead of the region’s growing demand. The projects include an enormous 2,700 MW plant in Summit County and a 704 MW facility in Sandusky County.

FERC Sides with TX QFs on Utility Purchase Obligation

Responding to concerns voiced by several Texas qualifying facilities (QFs), FERC last week affirmed that any company that meets the definition of electric utility under the Public Utility Regulatory Policies Act of 1978 (PURPA) following restructuring in the Lone Star state will continue to have an obligation to purchase power from QFs.

Transportation Notes

Sonat said Monday it had completed temporary repairs to its Logansport, LA facilities. Gas flow was resumed for 59 upstream receipt points in the Logansport and Joaquin Fields that had been shut in by the work Saturday (see Daily GPI, April 23). Further evaluation is being done to develop a permanent repair plan, Sonat said.

Transportation Notes

As it had advised earlier (see Daily GPI, April 20), Sonat said Friday that maintenance on facilities at Logansport, LA on the Sabine River border with Texas required that upstream production be shut in effective Saturday (April 21). The work, affecting 59 receipt points in the Logansport and Joaquin Fields, is expected to run at least through the end of April, Sonat said. The pipeline found it unnecessary to issue a systemwide OFO Type 6 for Saturday, but said the probability for long imbalances was “too close to call” for Sunday and Monday.

FERC Approves CIG Raton Basin Expansion

Colorado Interstate Gas received a FERC certificate last Wednesday to expand its Raton Basin facilities to keep pace with expanding coal-bed methane production. CIG will construct two new compressor stations, add to a third, and build a total of 69 miles of pipe to deliver 85 MMcf/d into major interstate lines.

CA Gas Infrastructure Could Be Overloaded

Temporary compression upgrades on parts of the SouthernCalifornia Gas Co. pipeline infrastructure along with using cushiongas from its idle Montebello underground storage field may be thelast and best hope of avoiding a meltdown in California’s naturalgas transmission pipeline infrastructure this summer under theweight of heavy demand from electric generators, a state energyexpert told California legislators Wednesday.

Southern California Gas Co. confirmed plans to expand itsintrastate gas transportation system and make enhancements to itsstorage facilities to help meet record-setting gas demand byelectric generators in Southern California. SoCalGas Chairman EdwinA. Guiles informed California Public Utilities Commission PresidentLoretta Lynch of the plans in a March 27 letter.
