The state of Connecticut challenged in federal court Tuesday the constitutionality of a provision in the new energy law that gives companies recourse to seek federal court review of state actions that block the construction of natural gas pipelines and other energy projects.

Southern California Gas declared a high-linepack OFO for Thursday and said it will assess Buy-Back charges to customers who deliver more than 110% of their actual gas usage that day. SoCalGas reminded customers that Winter Balancing Rules are in effect and they must comply with the appropriate minimum delivery requirements. It also noted that when its injection capacity falls below 850 MMcf/d, confirmations of firm storage injection nominations will be reduced as outlined in the Storage Injection Capacity Reductions notice that it posted July 1.
Transwestern Begins Regulatory Process on 500 MMcf/d Phoenix Expansion
Transwestern Pipeline Co. said Thursday it has requested FERC authorization to begin the pre-filing process on a proposed expansion project designed to deliver gas to the Phoenix, AZ, area, which currently is served only by competitor El Paso Natural Gas. Transwestern said it plans to make a certificate filing for the 500 MMcf/d expansion project next summer.

Questar said Friday it was unable to deliver to TransColorado at their Greasewood interconnect due to mechanical problems associated with the processing facility at this location. The problems were expected to be corrected by Monday, Questar said, but it was not accepting Greasewood nominations for the gas days of Saturday and Sunday. “Questar is doing everything possible to have this delivery available for the Southern System line work” that begins Monday (see Daily GPI, Aug. 10), the pipeline said.
Anadarko Secures Capacity Agreements for Proposed LNG Terminal in Nova Scotia
Anadarko Petroleum Corp. has signed agreements for nominated capacity on a planned expansion of the Maritimes & Northeast Pipeline system to deliver volumes into Canadian and U.S. markets from the producer’s planned Bear Head liquefied natural gas (LNG) import terminal, which is scheduled to start up in 2008.

West Texas Gas experienced a mechanical failure at its Davis Plant, Questar said Friday. The unavailability of the processing plant for most of Friday’s gas day left Questar unable to deliver to TransColorado at the Greasewood delivery point, so Questar cut Greasewood nominations to elapsed pro rata levels in Cycle 3 Friday. Questar said Davis repairs were expected to be completed and nominations back to normal by Saturday’s gas day. The incident occurred on the heels of Questar announcing a March 7-11 maintenance outage at Davis Plant that would also have the effect of suspending deliveries to TransColorado (see Daily GPI, Feb. 25).
