Byrd Presses President about Promised Benefits in His National Energy Plan

Sen. Robert C. Byrd (D-WV) has accused President Bush of failing to deliver on any of the promised benefits in his national energy plan, which marked its three-year anniversary last week.

KeySpan Energy Canada said it has started building a 52-mile gas pipeline in the Pembina area of Alberta to deliver gas to its Brazeau River gas plant. Current production in the area is severely restricted due to the lack of sour gas processing capacity. The pipeline, known as the Brazeau Northeast Gas Gathering System, is expected to be operational in August. The pipeline routing has been chosen to follow the development of the highly prospective Pembina Nisku edge bank play. It will be a combination of 6- and 8-inch diameter pipe with a maximum capacity of 28 MMcf/d and has been designed to transport sour gas containing up to 25% hydrogen sulphide. Gross capital expenditures will be $18.4 million. The KeySpan Brazeau River gas plant currently has sufficient capacity to process the full capacity of the pipeline.

Transportation Notes

Citing operational difficulties, Dominion said it is currently unable to deliver gas to Columbia Gas via the Coronado Pipeline. Dominion pool operators must cut nominations on Coronado to zero effective Friday until further notice. Pool operators will be notified when normal deliveries can resume.

Kinder Morgan Plans Pipeline Conversion to Deliver Gas to Austin

Kinder Morgan Energy Partners (KMP) said it purchased a 172-mile Texas oil pipeline system from TEPPCO Partners and plans to convert the line to flow about 170 MMcf/d of natural gas from the Katy Hub to the city of Austin. The $30 million purchase and conversion project is expected to be completed next summer.

Enron Broadband Services Content Systems LLC has signed a long-term agreement with EBWorld.com and Into Networks Inc. to deliver games on demand, the first application to launch as part of a strategic alliance between the companies. The service is scheduled to begin June 1. EBWorld.com is a subsidiary of Electronic Boutique Holdings Corp. of West Chester, PA, which operates 740 stories in 46 states and around the world. Into Networks, headquartered in Cambridge, MA, is licensing its technology to Electronics Boutique, and Enron will provide strategic, financial and operational services to Into to offer broadband customers secure access to software on a rental basis. The alliance is attempting to optimize and increase delivery of streaming applications over broadband connections using software on demand technology.

Cheniere Gains Partner for Proposed LNG Facility on Texas Coast

A plan to build at least one liquefied natural gas (LNG) terminal on the Texas coast, which could deliver 650 MMcf/d, took another step forward Wednesday. Cheniere Energy Inc., which owns the options for three LNG sites along the Texas coast, said it is finalizing environmental studies and will submit an application to FERC this summer for a Freeport plant that could begin operations by 2006. Cheniere also sold a 20% option on the facility to Contango Oil & Gas Co. for $3 million.
