Interior Deputy Secretary David Hayes, who many speculated was on the short list to succeed former Interior Secretary Ken Salazar, has said that he expects to leave the department at the end of June. After serving more than four years in the Obama administration, he plans to serve as senior fellow at the Hewlett Foundation and teach at Stanford Law School in the fall. “I am grateful for his wisdom and guidance to me throughout this transition, and I wish him the best as he heads out to California for this next chapter,” said newly appointed Interior Secretary Sally Jewell.

Marathon Oil Corp. COO David E. Roberts Jr. resigned effective Friday (Dec. 14) to “pursue other interests,” according to the company. Since joining the Houston-based producer in 2006, Roberts had been considered an important contributor to the upstream business. He was named senior vice president for business development and was promoted in 2008 to executive vice president of upstream, overseeing upstream and production. Roberts became COO when the company spun off its refining operations last year to become a pure-play explorer and was said to be on the short list to succeed CEO Clarence Calazot, 62. The company declined to offer further details.

David Porter, commissioner on the Railroad Commission of Texas, has been appointed by the state’s governor to serve as the official representative of Texas to the Interstate Oil and Gas Compact Commission (IOGCC), a multi-state agency that works to ensure that the nation’s oil and natural gas resources are conserved and maximized while protecting health, safety and the environment. Porter will serve as host for IOGCC’s 2012 Annual Meeting Oct. 29 through 31 in San Antonio. His ongoing responsibilities at IOGCC include serving as spokesman for the group in Texas, meeting with the governor to discuss current issues, authoring/sponsoring IOGCC resolutions, voting during business session, participating in committees and regularly attending meetings.

In addition, Audrea Hill, senior director of raw materials / hedging, Potash Corp., has been elected Vice Chair, and Robert Cooper, director of energy, USG Corp., has been elected secretary/treasurer. Strawn, North American energy purchasing manager at Procter & Gamble, had been chairman of the group since 2004.
