CenterPoint Ready to Take Fight Over Texas True Up Decision to Courts

If push comes to shove, CenterPoint Energy Inc. said it is ready to go all the way up to the Texas Supreme Court in challenging a Public Utilities Commission of Texas (PUCT) decision that the company will only be allowed to recover $2.3 billion of the $4.25 billion it requested in stranded costs and interest in the final adjustment or “true-up” of costs associated with the transition to retail competition.

Although all utilities do a certain amount of it, Pacific Gas and Electric Co. was singled out last week for criticism by the California Public Utilities Commission following mounting customer complaints to regulators and adverse publicity the giant San Francisco combination utility has been receiving in local news media concerning its use of delayed and estimated bills. The CPUC Executive Director Steve Larson wrote the PG&E utility CEO last Tuesday, demanding “immediate steps” be taken to address the situation.

Futures Settle Lower as Storage Number Comes in on Target

Following the Energy Information Administration’s estimate that 67 Bcf was injected into underground natural gas storage during the week ended Oct. 8, November natural gas futures shot up 13 cents to notch a daily high of $6.96 as of 10:42 a.m. (EDT). However, that level did not hold.

Futures Brokers Weigh in on New Storage Reporting Proposal

Brokers of natural gas futures are on both sides of the debate when it comes to talk of FERC ordering owners and operators of gas storage facilities to electronically post their storage inventory levels from the prior day. Historically the American Gas Association (AGA), and more recently the Energy Information Administration (EIA), has aggregated a sample of storage data for an entire week and reported it on the following Thursday.
