CA Regulators Push Forward on Gas

Citing a newfound “emphasis on the natural gas in the past eight months,” California regulators Thursday moved ahead on several key natural gas issues, while delaying action on electricity issues that are caught up in concurrent state legislative proceedings. The regulators also provided an exemption for rolling blackouts for the major petroleum refineries in the state.

Citing mild market area weather and high linepack, Florida Gas Transmission declared an Underage Alert Day Tuesday with 10% tolerance for positive daily imbalances. FGT also said it will be performing unplanned maintenance today and Thursday at an off-system interconnect with Tennessee at Carnes, MS. Interconnect volumes are limited to 30 MMcf/d during the work.

Citing “a change in market conditions since its filing,” CMS Oil & Gas Co., a subsidiary of CMS Energy Corp. filed on Friday with the Securities and Exchange Commission (SEC) to withdraw its IPO, which was filed with the commission on November 22, 2000. The company had expected to raise approximately $300,000 from the IPO, yet it had not set a price per share or the amount of shares it would put on the market. Nor did the company’s November filing list what percentage would be retained by the parent company. CMS Oil & Gas was to be listed under ticker symbol “CGS.”

Prices Keep Dropping, But by Lesser Amounts

Most prices kept falling Thursday but at a slower rate of decline than on Wednesday. Citing lower weekend load and the prospects for milder weather, a number of traders expect more softness today.

Citing “lack of supply from CMS Energy” (Panhandle Eastern) at the Gas City (IN) Compressor Station interconnect on the Lebanon Lateral, Texas Eastern said it restricted scheduled volumes there for Wednesday’s gas day. Should conditions at the meter remain unchanged, the restrictions will remain in place today, Texas Eastern said. However, a Panhandle Eastern spokesman said the shortfall resulted from customers in the frigid Upper Midwest taking extra supplies from the pipeline and causing a pressure drop at Gas City. The pressure was back to normal by Wednesday afternoon and the shortfall resolved, he said.

Citing “excessive banking [of gas] over the last several days,” Kern River said Tuesday it is currently operating with high linepack that would negatively impact maintenance set for April 24-25. “It is imperative that operators take delivery of quantities that are scheduled immediately,” the pipeline said, adding that it will take corrective action if banking continues to be a problem. The maintenance, involving turbine inspections at the Muddy Creek and Fillmore Stations and valve replacement at the Opal Plant, was postponed from an original March schedule (see Daily GPI, March 9).

Entergy, FPL Group Abandon Merger Plans

Citing a number of irreconcilable differences, including issues related to management and organizational structure and questions raised about financial forecasts, Entergy Corp. and FPL Group last Monday said they were walking away from the altar and foregoing any further pursuit of their proposed merger.
