Pacific Gas & Electric had a systemwide Stage 1high-inventory OFO in effect Wednesday, with penalties of 25cents/dth for positive daily imbalances exceeding a 1% tolerance.The OFO is being reduced to a customer-specific one effectivetoday. As of Wednesday PG&E was projecting that linepack wouldremain slightly above its target operating limit through Friday,then jump to much above its target Saturday.

East Prices Up; West Mostly Softer as Heat Lessens

Weekend prices were moderately higher in the East Friday but offa few cents at most western points as last week’s troublesome heatwave in California continued to subside. Nearly all areas wereseeing lower numbers in late trading, sources said.

Enron Earnings Grow On Strong Wholesale

Enron Corp. announced an increase in net income of 34% to $338million during the first quarter. Earnings grew by 40 cents perdiluted share. The company also had a 72% increase in revenues to$13.1 billion for the first quarter. The results excludenon-recurring items.

Most Points Below Index But Up From End of March

Weekend prices were up by a few cents from end-of-March numbersin most cases Friday. The biggest upticks of about a dime or morewere concentrated at Northeast citygates and also at NorthernNatural’s demarc and Ventura points, where a bit of market-areachill lingered. Small declines of less than a nickel wereregistered in the Southwest basins and California.

SoCalGas Settlement Talks Widened, Extended

Belatedly, the California Energy Commission (CEC) is getting inits two-cents-worth in the state’s remaining gas settlement talksfocused on Southern California Gas Co. The overall thrust of theremaining talks should be to unbundle more, limit the monopolyutilities’ roles, and establish user fees so that only customerswho use certain services pay for them, the CEC has suggested,mirroring stances it has taken in electric restructuringproceedings.

A regulatory proceeding earlier in the monthbroadened the scope of the talks at the same time concludingsimilar negotiations centered on Pacific Gas and Electric Co.’snatural gas system in the northern half of the state.

OXY Beats Earnings Expectations

Occidental Petroleum beat analysts’ third quarter earningsexpectations by a solid 10 cents/share. Higher gas and oil pricesand improved performance from its chemicals division produced netincome of $126 million ($0.35/share) for the third quarter, 232%higher than the $38 million ($0.10/share) posted in 3Q98. Earningsbefore special items were $125 million compared with only $3million in 3Q98.

Futures Rally Then Recede Ahead of AGA Data

The November natural gas futures contract closed down 3.1 centsyesterday at $2.824 after trimming gains notched earlier in thesession. After a spirited sell-off in Tuesday’s Access trading, thenewly crowned prompt month erupted higher Wednesday to print a$2.94 high as buyers picked up contracts which they hope willrepresent bargains heading into the winter heating season. Byafternoon, however, the market banter had turned once again tobearish storage predictions and that pressured the market lower inlight trade.

Technical Short-Covering Sends Futures Flying

Led by what one New York local trader called “massive shortcovering,” the futures market erupted 27.1 cents higher yesterdayin a rally that left many market participants incredulous. Comingon the heels of fresh storage data and subsequent gains in Accesstrading Wednesday, the October contract gapped higher at the openyesterday and never looked back, finishing at $2.697.
