Pacific Gas & Electric had a systemwide Stage 1high-inventory OFO in effect Wednesday, with penalties of 25cents/dth for positive daily imbalances exceeding a 1% tolerance.The OFO is being reduced to a customer-specific one effectivetoday. As of Wednesday PG&E was projecting that linepack wouldremain slightly above its target operating limit through Friday,then jump to much above its target Saturday.

Saying it was experiencing high linepack on the south end of itssystem, Northwest was allowing no balancing Wednesday in thesegment from the Kemmerer (WY) Station to the La Plata B (CO)Station and only off-system balancing in the segment from La PlataB to the Transwestern Hub.

Also experiencing high linepack, NOVA changed its dailyimbalance tolerance range Wednesday morning to +2%/-18% untilfurther notice.

A maintenance shutdown of the Keystone Station will begin threedays later than previously announced, El Paso said. The outage nowis scheduled for July 27-31. Forty Permian Basin receipt pointsmust shut in during the work; based on current flows, El Pasoestimated the impact at 450-550 MMcf/d. Keystone also normallypumps about 145 MMcf/d, including some San Juan and Anadarko gas,to the Waha area, so deliveries to four intrastate Texas pipelineinterconnects may be affected, El Paso said. The Keystone shutdownwill also limit volumes that can move from Plains through Eunice to550 MMcf/d, affecting San Juan, Anadarko, Eunice and Monumentsupplies.
