Chairman Pat Wood announced the appointment of FERC veteran staffer Susan Court to a newly-created position as the Commission’s chief of staff. Only a couple of chairmen in the past have designated a chief of staff. Court’s primary job will be to ensure coordination among the Commission’s nine main offices and auxiliary offices to achieve its strategic plan. Since March 2001, Court has served as associate general counsel for general and administrative law and as the Designated Agency Ethics Official (DAEO). She will continue to perform those functions until the end of July. Previously, Court served as deputy solicitor, associate general counsel for gas and oil, assistant to a commissioner, and executive assistant to an acting chairman. She started her career at the Commission in the Office of General Counsel’s rulemaking section in 1982. Among her accomplishments during her 22 years at the Commission, Court was in charge of the legal staff responsible for implementing Order No. 436 and drafting Order No 636 — the landmark rules intended to introduce greater competition in U.S. natural gas markets. She also led the team that successfully defended Order No. 636 in the federal courts.

Burlington Resources Inc. announced Thursday the appointment of Randy L. Limbacher as executive vice president and COO and Steven J. Shapiro as executive vice president in addition to his role as CFO. Both previously served as senior vice presidents. The company said the promotions are effective immediately. Limbacher, who was responsible for all production and exploitation assets and operations, now assumes responsibility for exploration, as well as for day-to-day company operations. He joined Burlington in 1985. Shapiro continues key responsibility for the company’s strategy development, execution and financial performance. Shapiro joined Burlington Resources in 2000. Houston-based Burlington Resources is one of the world’s largest independent oil and gas companies, with natural gas comprising the vast majority of its reserves.

Examiner Appointed to Monitor Enron Funds

Responding to creditor’s concerns, Enron’s bankruptcy court judge has granted a request for the appointment of an examiner to monitor cash flow at Enron North America. Judge Arthur J. Gonzalez appeased creditors by approving the installation of an examiner, but refused their demands that Enron N.A. be allowed to control its own finances.

Enron Case Proceeds on Multiple Fronts

The latest developments in the Enron case include the appointment of an examiner to monitor cash flows at Enron North America, reports that Arthur Andersen is seeking a total settlement of claims against the accounting firm relating to Enron, and statements by Enron’s interim CEO Stephen Cooper that the bankrupt company is planning a “broad legal assault” against individuals who forced the company into bankruptcy.

Norton Appoints Wyoming’s Burton MMS Director

Secretary of the Interior Gale Norton has announced the appointment of Rejane Medinger “Johnnie” Burton as director of the Minerals Management Service. Burton has served as director of Wyoming’s Department of Revenue since 1995, and is a former business owner and legislator in the state.

El Paso Affiliates Want Settlement ALJ on the Case

El Paso Natural Gas Co. and El Paso Merchant Energy (EPME) Friday filed a petition with FERC, seeking the appointment of an administrative law judge to facilitate settlement negotiations with California regulators over charges that El Paso abused market power and affiliate regulations in the transportation of gas along its Southwest pipeline system. The El Paso companies emphasized that the motion does not represent a retreat “in any way from their position” that they did not engage in market power in the California gas market, artificially raise gas or electricity prices, or engage in affiliate abuse.

Dominion Evantage Energy Consulting, a division of Dominion, announced the appointment of Arthur Malatzky as business development manager. Art will be responsible for growing Dominion’s consulting customer base nationwide, with a primary focus on the industrial sector. Prior to joining Dominion, Malatzky served as manager of energy purchasing and policy for Olin Corp., a large, energy-intensive chemicals and metals company and, following its spin off from Olin, he served in a similar position with Arch Chemicals, Inc. He also managed Doe Run Gas Marketing and Doe Run Gas Transmission, subsidiaries of Arch and Olin.

AGL Resources Inc. announced the appointment of Kristin M. Kamm to the position of CIO. Kamm will report to Susan A. McLaughlin, executive vice president and chief operating officer of AGL Resources. Kamm comes to AGL Resources from BellSouth, where she served as CIO, Consumer and Interconnect Services. “We are very pleased to have Kristin join our executive team,” said McLaughlin. “Her leadership in enhancing AGL’s technology platform will be instrumental to our business growth, and her experience in managing information systems, business/technology alignment and change management is a welcome addition.”

The Houston Exploration Co. announced on Wednesday the appointment of William G. Hargett as president and CEO. He succeeds James G. Floyd who is retiring after holding those positions for 15 years. Houston Exploration said that Hargett’s extensive technical expertise within the energy industry, most recently as president, North America at Santa Fe Snyder Corp., make him more than qualified for the job. The company also announced that Randall Fleming, senior vice president, exploration and production, has elected to retire from Houston Exploration. As one of the original members of Houston Exploration, Fleming brought his exploration knowledge to the company’s drilling programs in the Gulf of Mexico as well as its onshore programs. Additionally, the company reported that Thomas W. Powers has been promoted to the new position of senior vice president, CFO and treasurer. Houston Exploration will host analyst meetings on Wednesday, April 18 to introduce Hargett and Houston Exploration’s management team.
