Sempra Energy’s Southern California Gas Co. (SoCalGas) has named Dennis Arriola as president and COO to fill the vacancy created when Anne Shen-Smith was named chair and CEO. SoCalGas Chairman and CEO Michael Allman resigned in June. Arriola returns after spending 14 years at the company and at Sempra; most recently he was CFO of San Jose, CA-based SunPower Corp. Between 1994-2008 Arriola had a variety of leadership positions at SoCalGas and related companies, the last as CFO of SoCalGas and Sempra’s San Diego Gas and Electric Co. Arriola has an MBA from Harvard and an undergraduate degree in economics from Stanford.

Sempra Energy’s board has appointed Anne Shen Smith president and CEO of Sempra’s Southern California Gas Co. utility. She replaces Michael Allman, who resigned and is leaving the company. Smith has served as the utility’s COO since 2010. She joined the company as a operations research analyst and for the past 21 years has had various executive roles with SoCalGas and Sempra.

Unicom Hires Moler To Head D.C. Office

John W. Rowe, Chairman, President and CEO of Unicom, announcedthe appointment of Elizabeth Anne (“Betsy”) Moler, 50, as thecompany’s senior vice president for federal government affairs.Moler, currently an attorney in private practice in Washington,D.C. is a former chair of the Federal Energy Regulatory Commission(“FERC”). Upon completion of Unicom’s merger with PECO Energy, shewill head the combined company’s Washington office.

Elizabeth Anne “Betsy” Moler, former deputy secretary of theU.S. Department of Energy and chair of the Federal EnergyRegulatory Commission, is leaving the public sector for privatepractice at a major law firm. Moler will become a partner and serveas co-chair of Vinson &amp Elkins LLP’s electric power practice. AtVinson &amp Elkins, Moler will focus on the restructuring of theNorth American power industry and on the increasing role ofcompetition in the gas business, both areas where she has played amajor role while in government. “I hope to put my 30 years ofgovernment experience to good use advising private sector clientsas they chart a course through the challenges posed by anincreasingly competitive business environment. Virtually all of myprofessional experience has been in the energy area, so Vinson &ampElkins, with its large and varied energy practice, seems like aperfect fit for me.” Moler played a significant role in FERC’sdevelopment and implementation of Order No. 636 and was chair ofthe FERC when it issued its Order No. 888, which opened thenation’s electric transmission grid. Vinson &amp Elkins has 580lawyers with more than 175 involved in various aspects of itsenergy practice. Mueser Questions Hebert’s Objectivity in Alabama Project

Environmental activist Anne Marie Mueser, taking her battleagainst Sonat’s northern Alabama extension one step further, hasaccused Commissioner Curt Hebert Jr. of potentially compromisinghis impartiality in the case by corresponding with the pipeline andother supporters of the project. She suggested that Hebert, whovoted for an amended certificate for the Sonat project last week,should have considered recusing himself from the case [see relatedstory].
