California Expects $300M of Federal Energy Stimulus Funds

The California Energy Commission (CEC) expects to receive up to $300 million of funding from the Obama administration’s American Recovery and Reinvestment Act (ARRA) and it has set up a portion of the CEC website to track what the state does with the monies, it said Tuesday. CEC staff’s initial review of ARRA’s nearly $800 billion has looked at a $37 billion portion earmarked for energy efficiency, renewables and other clean energy initiatives.

Carthage Explosion Leaves Damaged Facilities, Shut-In Gas

CenterPoint Energy said Friday that one of its natural gas compressor stations was “heavily damaged” in the Wednesday explosion and fire near the DCP Midstream East Texas gas processing plant north of Carthage, TX. DCP Midstream has said the explosion was the result of a third-party pipeline rupture outside the company’s property, but it was difficult to tell amidst the devastation at the blast site which of the confluence of pipelines in the area caused the accident.

Producers Protest Decision to Stall Bush-Era Leasing Plan

The Obama administration last Tuesday delivered its second blow to domestic oil and natural gas producers in less than a week — this time considerably stalling the process for review of the new five-year offshore leasing plan (2010-2015) that was issued in the final days of the Bush administration. The action elicited widespread protests from producers.

Oregon Appeals FERC on Bradwood LNG; Backers Unfazed

As promised earlier in January, Oregon officials last Tuesday filed with a federal appeals court to reverse FERC’s conditioned approval of the NorthernStar Natural Gas Bradwood Landing liquefied natural gas (LNG) receiving terminal project along the Columbia River. Undaunted, all three of Oregon’s LNG projects kept pushing ahead with various local, state and federal permitting processes.

Salazar Reignites Criminal Probe at Scandal-Riddled MMS

Interior Secretary Ken Salazar said Thursday he has asked officials to review the potential criminal conduct of a group of Minerals Management Service (MMS) employees who were involved in a sweeping scandal last year and to take a close look at restructuring the agency’s oil and natural gas royalty program, as well as examine Interior’s ethics regulations and policies.
