Winter 2008-2009 showed up in full force over the weekend as temperatures went into the negatives in a number of regions. The cold snap that is affecting much of the United States led to cash market gains almost across the board on Monday, with the exception of a few Northeast averages, which showed declines.

Southern California Gas Co. (SoCalGas) has begun its storage open season for its 2009 capacity. The company is offering more than 30 Bcf of multi-cycle working capacity for up to three years, beginning April 1. Capacity releases will be made thorough bilateral negotiations, and buyers have the flexibility to specify the cycling capability. SoCalGas officials said the implementation of firm access rights on Oct. 1 moved the location for storage receipts and deliveries from the California border to the SoCalGas Citygate (see Daily GPI, Oct. 3). Customers interested in acquiring storage services need to submit a written nonbinding bid, preferably via e-mail, specifying the desired levels of firm inventory, injection and withdrawal capacities and the annual demand charge the customer is willing to pay. The demand charge should be stated as a total annual dollar amount or a price per dekatherm of inventory capacity. Correction

MMS Eyes Lease Sale in Gas-Prone ‘181 South Area’
The first lease sale in the natural gas-rich “181 South Area” in the Central Gulf of Mexico Planning Area in two decades is proposed to be held on March 18, 2009, according to the Interior Department’s Minerals Management Service (MMS).

A proposal to drill for natural gas on Colorado’s Mount Herman in the Pike National Forest has been delayed until spring 2009, the U.S. Forest Service said Thursday.

Correction
In a Jan. 28 story entitled “LNG Regasified in Canada Heads for U.S. Northeast by 2009” (see NGI, Jan. 28), NGI incorrectly stated that EnCana Corp.’s proposed Deep Panuke project offshore of Nova Scotia remained in the planning stages with no immediate decision to start construction on the horizon. In fact, Deep Panuke was sanctioned for development by EnCana’s board of directors in October 2007 (see NGI, Oct. 27, 2007) and is proceeding to construction, with first gas expected in 2010. NGI regrets the error.

Sempra to Add Nitrogen Unit at Baja LNG Site; 1st Ships Due ’08
San Diego-based Sempra Energy is on target to start first shipments of liquefied natural gas (LNG) in early 2008 and 2009, respectively, for its Costa Azul and Cameron facilities along the Pacific Coast of North Baja California, Mexico, and the Louisiana Gulf Coast, respectively, CEO Donald Felsinger told a third quarter earnings conference call Thursday. He also said the Baja California plant will add a $125 million nitrogen injection unit at the request of one of the terminal’s shippers.
