Westcoast CEO Michael Phelps announced that Irv Koop has beenappointed executive vice president of Westcoast Energy Inc. andpresident and CEO of pipelines and midstream operations. Inaddition to his ongoing responsibility of overseeing pipeline andfield services divisions, Koop will take on new responsibility forWestcoast Gas Services, Foothills Pipe Lines and other pipelines inwhich Westcoast Energy has an interest, such as Alliance andMaritimes & Northeast. Doug Haughey, previously executive vicepresident of Engage Energy. has been appointed president of thepipeline and field services divisions.

Conoco Inc. made several senior management changes yesterdaythat CEO Archie W. Dunham said would “provide the leadership,resources and focus needed to meet our goal of doubling theenterprise value of Conoco to at least $30 billion by 2003, up from$15 billion in 1995.” The moves came in the wake of Conoco’sseparation from DuPont. Gary W. Edwards, formerly executive vicepresident, refining, marketing and transportation, was named seniorexecutive vice president, corporate strategy and development. Hebecomes the principal advisor to the chairman in implementingConoco’s growth strategy. Jim W. Nokes, formerly president,refining and marketing – North America, is promoted to executivevice president, refining, marketing, supply and transportation.Nokes will become a member of the Conoco Management Committee.Richard W. Severance, formerly general manager, Mid ContinentBusiness Unit – RMNA, is promoted to president, refining andmarketing – North America.

Texaco Chairman Peter I. Bijur was elected chairman of theAmerican Petroleum Institute (API), effective Jan. 1. The electionoccurred during the 1999 API annual meeting in New Orleans. Bijuralso will chair API’s 25-member policy committee and a 10-memberexecutive committee. FINA CEO Ron W. Haddock was elected as API’snew treasurer.

The INGAA Foundation has elected IPSCO Inc. Senior VicePresident John R. Tulloch as chairman for 2000. Tulloch is thefirst Canadian to lead the 10-year-old organization. IPSCO, basedin Regina, SK, is a major steel pipe producer.
