Southern California Gas declared a high-linepack OFO for Saturday, saying it would assess Buy-Back charges in accordance with its tariffs to customers who delivered more than 110% of their actual gas usage into the SoCalGas system on the OFO day.

Pacific Gas & Electric issued a systemwide Stage 2 high-inventory for Saturday, setting penalties of $1/Dth for exceeding a positive daily imbalance tolerance of 10%.

"Due to continuing fabrication problems and very inclement weather, Lines 1300/1301 maintenance has again been extended," El Paso said in a bulletin board posting Friday, adding that zero capacity on the San Juan Crossover would continue into at least the first two nomination cycles Saturday. A total outage of the crossover originally had been scheduled to end Friday with only a small capacity reduction that day prior to Saturday restoration of full 628 MMcf/d capacity, but El Paso was required Thursday to extend the outage into Friday (see Daily GPI, May 18). "Barring any more unforeseen problems, the capacity can possibly be raised to 420 MMcf/d on Cycle 3 for delivery date May 19," the pipeline said Friday. El Paso also said an inspection and component exchange of Leupp Station's D unit would not take place May 20-24 as previously scheduled. It said a few other maintenance projects will cause estimated capacity reductions of the North Mainline as follows: May 21, 30 MMcf/d; May 22, 344 MMcf/d; May 23-25, 30 MMcf/d; and May 28-31, 32 MMcf/d.

Tennessee moved up pigging operations on Line 523M-100 (Bluewater Header) between Vermilion 245 and Ship Shoal 198 to May 29-31. The work previously had been scheduled for June 11-13. Tennessee anticipates a reduction of flow at Cocodrie to facilitate handling higher-than-normal amounts of liquids at the facility. Producers on the Bluewater system should expect higher than normal operating pressures and Tennessee may be required to suspend flow or restrict scheduled quantities periodically during this operation.

Kern River reported normal linepack systemwide Friday after having had low linepack in its three farthest downstream segments persist through Thursday.

Panhandle Eastern was scheduled to begin an estimated four-day outage of the Glenarm 300 Line from Gate Valve 307 to Tuscola Station for anomaly repairs Sunday (May 20). During the work capacity through Glenarm is limited to 1,300 MMcf/d, the pipeline said. It also plans an outage for hydrostatic testing on the 300 Line from Haven Station to Gate Valve 302 starting May 29 that is expected to last 18 days. That project will limit Haven Capacity to 1,220 MMcf/d.
