Due to cold weather forecasts in its service area, MRT is issuing a System Protection Warning (SPW) effective Thursday until further notice; see the bulletin board for SPW conditions. With capacity currently available on the East Line, shippers who were relying on Main Line IT and/or AOR volumes are encouraged to resource supply to the East Line or reduce applicable delivery volumes to avoid incurring an OFO.

Algonquin, which has had a requirement in place for some time to prevent negative imbalances, is being joined in that regard by Spectra Energy affiliates Texas Eastern and Maritimes & Northeast U.S. (M&N). Starting Friday until further notice Texas Eastern will require all delivery point operators in market-area Zones M-2 and M-3 to keep actual daily takes out of the system less than or equal to scheduled quantities regardless of their cumulative imbalance position. All receipt point operators in those zones must keep actual daily receipts into the system greater than or equal to scheduled quantities regardless of their cumulative imbalance position. M&N will impose the same conditions a day earlier on Thursday.

Citing forecasts for its northern Illinois service territory getting colder and demand returning to “more normal winter levels,” Nicor Gas will remove Thursday the pipeline cap limits to its citygate that were established in mid-December (see Daily GPI, Dec. 15, 2011) and adjusted slightly twice since then. Nicor Hub interruptible injection services and withdrawals will resume being accepted, the LDC said.

Noting that its operating flexibility to manage system imbalances remains limited, Transco said effective Friday it is not allowing either transactions to resolve due-shipper imbalances or nominations that would create due-pipeline imbalances.
