Joining the growing pile of abandoned plans for new power plants in California, the City of Roseville, about 30 miles east of Sacramento, last week terminated its agreement with part of Enron Corp. to develop a 750-900 MW power plant in Placer County. The action has officials in the counties in and around the state capital worried about new sources of power for the future.

Three months ago, another major proposal, the 560 MW Rio Linda plant, proposed by an affiliate of Florida Power and Light’s parent, FPL Energy, was scrapped. With Roseville abandoning its plans, the area around the state capital has only one new power plant proposal still in play — by the public sector Sacramento Municipal Utility District (SMUD).

SMUD is still moving ahead with plans to build a 500- to 1,000 MW natural gas-fired plant on a 30-acre portion of the 2,480-acre site of its mothballed Rancho Seco Nuclear Plant. There is a small 4/10ths of a mile 230 kV transmission hook-up and a 26-mile natural gas supply pipeline involved in this project, located about 30 miles southeast of the state capital.
