Tennessee Gas Pipeline issued an operational flow order because of colder temperatures and reduced operational flexibility. The OFO Action Alert will be effective 9 a.m. CST Feb. 12 for all LMS-MA Balancing Parties with meters located in Zones 1, 2, 3 and 4. Balancing contracts are required to maintain an actual daily flow rate that does not exceed the greater of 500 Dths or 102% of scheduled quantities. Customers will be assessed twice the LMS Daily Variance Rate ($0.3936 x 2 = $0.7872) for that portion of physical quantities related to overtakes from delivery meters which exceed this tolerance. Penalties will not apply to customers who under take out of the system. Tennessee said it cannot accept unscheduled imbalances and requires all customers to nominate and schedule all payback. A prior OFO Balancing Alert and MAV remains in effect for Zone 5.

El Paso Natural Gas said an unauthorized overpull penalty will continue until further notice because of low linepack and continuing cold weather in the operating area. The pipeline is under maximum withdrawal at the Washington Ranch storage facility. El Paso urged shippers to review their supply/demand balance and ensure the performance of suppliers so that adequate gas is being delivered to cover what is being taken off the system. To ensure system integrity, El Paso will place limits on scheduled volumes at interconnects that are under performing.

ANR Pipeline said pipe repairs along its Southwest Mainline upstream of the New Windsor Compressor Station in Illinois are now complete. Investigation and analysis of the recent rupture continue (see Daily GPI, Feb. 4). The line was placed in service on Saturday, Feb. 8. There was no interruption to services required during the repair period. continue. Southern Natural

Gulf South said it is conducting unscheduled maintenance at the Bistineau Compressor Station and will continue through Friday. Capacity at Bistineau could be affected by as much as 150 MMcf/d on withdrawals out of storage and injections into storage.

Transwestern said it will be doing line pigging from the P-2 station in Portales, NM, to the P-3 station in Dawn, TX, on the Panhandle Lateral in March to ensure system integrity. On March 10 capacity will be reduced from 263,000 MMBtu/d to 165,000 MMBtu/d. On March 11, capacity will be reduced from 263,000 MMBtu/d to 90,000 MMBtu/d, and on March 12 capacity will be reduced from 263,000 MMBtu/d to 130,000 MMBtu/d. Transwestern also scheduled a San Juan Lateral outage for April 3-14. Maintenance will be done on the lateral from Ignacio to Blanco and the Blanco Hub to Thoreau. On April 3-7, Ignacio to Blanco and Blanco to Thoreau will have zero flows. On April 8, Ignacio to Blanco will be at 716,000 Dth/d and on April 8-14 Blanco to Thoreau will be at 800,000 Dth/d. On April 15 Blanco to Thoreau will reach 900,000 Dth/d. In May, further maintenance and cleaning will be done on the lateral affecting capacity.

Northern Natural still had a system overrun limitation in place on Monday with penalties applicable to a bumped shipper’s gas quantity.
