Thursday was the third and last day of a System Overrun Limitation notice for all market-area zones on Northern Natural Gas.

Texas Eastern cited a Nov. 13, 2002 letter notifying all firm storage customers that it would monitor their activity and, if necessary, issue customer-specific OFOs to those who exceeded recommended maximum withdrawal limits. Jan. 31, 2003 concluded the second withdrawal period in the recommended storage withdrawal plans, the pipeline said Thursday. Last Sunday it issued two customer-specific OFOs that took effect Thursday and are in addition to five customer-specific OFOs issued Jan. 3. All the OFOs will remain in effect until canceled by Texas Eastern when customer inventories are restored to planned levels. “Aggregate customer storage inventory levels are below planned levels coming out of the extreme cold weather experienced in January. Texas Eastern is beginning to experience declines in deliverability in some storage fields; however, aggregate deliverability is currently sufficient to meet total daily contracted withdrawal rights,” the pipeline said.

Reflecting an effort to hold down linepack levels, NOVA changed its daily imbalance tolerance range Thursday to 0/-4.
