Citing forecasted weather and projected demand on its system, Sonat said eight delivery groups would become subject to an OFO Type 3 effective with the start of Saturday’s gas day until further notice. OFO penalties are $15/Dth for any delivery point overtakes exceeding 102% of a shipper’s daily entitlement. The pipeline also began allocating/limiting interruptible capacity in four other groups Saturday.

Due to increasing weather-related demand, Tennessee issued an OFO Action Alert for all LMS-MA balancing parties with meters located East of the Checks (Main Line Valves 245 and 321). The alert became effective Friday until further notice. The daily imbalance tolerance is 2% or 500 dekatherms, whichever is greater, from scheduled quantities.

Algonquin issued an Action Alert Friday saying that to mitigate conditions threatening its ability to maintain firm service, it might have to tighten the daily imbalance tolerance to 2% or less as early as Sunday (Jan. 12).

Questar reported that since experiencing equipment failure Jan. 3 at the Castle Valley CO2 Plant near Price, UT, it has been operating the plant at reduced capacity and evaluating possible repair options. It has scheduled the plant to be offline for such work Wednesday, returning it to partial operation late in that gas day. Another plant outage to reinstall the equipment and perform other maintenance is set for Feb. 11-12. Based on current nominations and with the assistance of upstream operators, Questar does not anticipate any shipper impact during the plant downtimes.

El Paso will take Line 1102 between Amarillo and Dumas Stations out of service for about eight hours Jan. 22 to make piping modifications. Capacity north of Amarillo will be reduced by 100 MMcf/d for the day. During the outage El Paso will not make deliveries to the INNDUMAS and ICANUTE interconnects, but will resume them when the work is complete. The Leupp Station’s D turbine will be down for mechanical inspection Jan. 27-28. Combined with ongoing Line 1200 maintenance, this outage will reduce North Mainline capacity by 55 MMcf/d.

NGPL said a gas quality problem has been discovered at the Transco-Wharton receipt interconnect in Wharton County, TX. If this problem does not change, the pipeline said, it will not schedule any transport volumes from the point in its South Texas Zone.

Northwest is accepting requests for up to 500,000 dekatherms of interruptible storage at its Jackson Prairie storage facility. The pipeline said it will increase the amount of interruptible storage capacity available from time to time as more space becomes available in the facility. However, if it becomes necessary for Northwest to utilize this capacity for firm obligations, interruptible customers will be given a notice requiring that they reduce the level of their working gasinventory within seven days to a level specified by Northwest.
