Pacific Gas & Electric issued a systemwide Stage 2 high-inventory OFO for Saturday, one day after it had lifted a similar OFO that had been in effect Wednesday and Thursday. However, this time the OFO carried a much more stringent imbalance tolerance of zero, but penalties remained the same at $1/Dth.

Transco said it has experienced significant negative (due-pipeline) imbalances throughout September. “Any impact to flowing supplies as a result of Hurricane Isidore will exacerbate this situation,” a bulletin board posting said Friday. The pipeline advised shippers that its Emergency Supply Allocation will be implemented if material production loss occurs. Transco added that it may need to limit “the quantity of make-up receipts that can be scheduled once the storm has made landfall because of the limited number of days before the end of the month.”

Questar reported a mechanical failure of Kastler Station Unit 8 at the Clay Basin storage facility Thursday. After evaluation, Questar expects the unit to be out of service until Oct. 4. During the outage, Clay Basin injection capacity will be limited to 190,000 Dth/d.

The Fort Nelson Gas Plant resumed full treatment availability Friday, having finished its annual turnaround about 20 hours ahead of schedule, Westcoast said. The plant had a raw gas stripping rate of 510 MMcfd, which was all the available raw feedstock. Total capacity is 790 MMcfd. Four of six raw gas stripping (RGS) trains were in service, with the remaining two trains due online “very soon,” the pipeline said.

Effective with Friday’s Intraday 1 cycle nominations until further notice, Transwestern cut capacity at the TransColorado interconnect on the San Juan Lateral in New Mexico from 200,000 MMBtu/d to about 140,000 MMBtu/d. A malfunction of the measurement meter caused the reduction.

Gulf South postponed maintenance on Index 391 (Longview 20-inch line) previously scheduled to have begun Sunday (Sept. 22). Gulf South will advise shippers when the work is rescheduled.
