Pacific Gas & Electric issued a systemwide Stage 2 high-inventory OFO for Wednesday, setting penalties at $1/Dth for shippers exceeding a 4% tolerance for positive daily imbalances.

Due to Hurricane Ivan impacts, Texas Eastern is not accepting nominations from any meters on the South Pass system and Line 40-G or from the Venice Gathering System (VGS) until there is verification that the VGS processing plant has resumed operations. “Current estimates from VGS state the plant could return to service later this week,” the pipeline said Tuesday. Ten affected meters were listed. For nonlisted meters, Texas Eastern said it “will accept nominations as point operators verify return to normal operations and flows.”

Destin Pipeline said that because of Hurricane Ivan, all offshore production on its system was shut in Monday afternoon, but it continued to receive gas from onshore interconnects with Petal Gas Storage and Chandeleur Pipeline. According to its evaluation of storm damage, “the current estimate is that the offshore portion of the Destin system will not be available until at least Friday.” The pipeline added that producers should notify it as soon as they are ready to restart deliveries.

Columbia Gas reported experiencing communication problems with approximately 154 EM (electronic measurement) delivery points in Operating Areas 4, 5, 7 and 8. The problems started on the Sept. 18 gas day and are related to flooding caused by Hurricane Ivan, the pipeline said. “Accordingly, some customers’ FSS storage balances are overstated for the 18th forward. At this time, it is unknown how long it will take to restore communication with these EM stations. Until then, TCO will adjust estimated deliveries to the affected delivery points to match what flowed [on Sept. 17], the last full gas day in which actual deliveries to these stations is known.”

Gulf South said it began unscheduled maintenance Tuesday on Unit #1 at the Jackson (MS) Compressor Station until further notice. The work could affect capacity north of Jackson by as much as 150 MMcf/d.

El Paso said Maricopa Line maintenance that had been scheduled to occur on Sept. 25 has been postponed to Oct. 23.
