Pacific Gas & Electric set a stringent tolerance of zero for positive daily imbalances in declaring a systemwide Stage 2 high-inventory OFO for Thursday. Penalties are $1/Dth.

Kern River issued a Critical Notice Wednesday against banking gas on its system. “Despite daily reporting of high linepack, significant banking continues to be an issue,” the pipeline said. “The impact of certain delivery point operators not taking all their scheduled quantities is beginning to impact receipt point operators.” Kern River said it will compare scheduled quantities to actual deliveries throughout the gas day and “take any necessary action” to reduce excess supplies.

Northern Border declared force majeure Wednesday after experiencing mechanical problems at Compressor Station 8. It planned to cut contracted firm capacity for the gas days of Thursday and Friday by 11% past Port of Morgan and by 3% past Harper.

NOVA expected to complete repairs to the Cavendish Compressor Station by 8 p.m. MDT Wednesday, a day earlier than scheduled (see Daily GPI, May 25), allowing the pipeline to lift IT restrictions in the area.
