ANR reports being informed by operators of processing plants serving its Southeast Area that based on their analysis of processing economics for June, “most will not process gas absent the issuance of a gas quality requirement by ANR.” Providing some background, the pipeline noted that it had submitted revised tariff sheets addressing gas quality specifications on its system to the Federal Energy Regulatory Commission on March 15, and the Commission had rejected the proposed tariff sheets on April 30 (see Daily GPI, May 4) “without prejudice to ANR’s filing another proposal.” ANR plans to submit new tariff sheets addressing gas quality next month in accordance with FERC guidance, but said it had determined that it must take temporary action meanwhile to ensure safe and reliable service during June. Thus, effective June 1-30 ANR is establishing a hydrocarbon dew point limit of 20 degrees Fahrenheit for Southeast Area receipts. Meters delivering gas exceeding the limit and located upstream of a processing plant must have their volumes processed, and must be able to provide evidence of a valid processing arrangement to ANR upon request.
