Northern Natural Gas and Florida Gas Transmission have ended OFO-like constraints. FGT extended an Overage Alert Day notice for its market area, indicating low linepack, through Saturday while loosening the tolerance for negative daily imbalances from 20% to 25%, then canceled the measure Sunday. NNG, which had a System Underrun Limitation in effect Saturday and Sunday because of projected above-target linepack levels, ended the SUL Monday.

Columbia Gas noted that many customers with long-term FSS/SST storage contracts are facing the termination of those contracts (for the first time since Order No. 636 restructuring) on Oct. 31 this year. “Many of those same customers have brought to Columbia’s attention the fact that this termination date falls at the end of the injection cycle under the FSS Rate Schedule, placing customers in the position of either refilling storage capacity they may not utilize, or deferring injections such that they would be making contracting decisions regarding storage capacity that is empty at the beginning of the withdrawal season. Ideally, the termination date for FSS and SST contracts should be March 31, to be consistent with the annual injections and withdrawal seasons under the FSS Rate Schedule,” the pipeline said. Columbia is offering to extend, on a one-time basis, the termination date of affected contracts to March 31, 2005. The offer to amend termination dates will expire at the end of the March 15, 2004 business day.

El Paso said an open season to solicit binding bids for transportation on its Line 1903 in California has been extended through March 31; the season previously was set to end March 4 (see Daily GPI, Feb. 9). The pipeline also is providing additional clarification of its anticipated bid requirements; see the bulletin board for details.

At the request of the receipt point operator, Sonat‘s Lake La Rose Meter Station will be shut in for three to five days during the first week of March while the meter station is relocated; no dates were specified. Sonat also said pipeline integrity work between the Pickens and Louisville compressor stations will require that deliveries at Kosciusko, MS to Texas Eastern and Koch Gateway (now named Gulf South) be discontinued April 20-28.
