Northern Natural Gas had a System Overrun Limitation notice ineffect for all market area zones Monday and today.

Projecting that linepack might go significantly below itsminimum target level later this week, Pacific Gas & Electricimposed a customer-specific OFO for today.

Texas Eastern extended Monday a forward-haul restriction of IT-1deliveries into the M-3 market zone (see Daily GPI, Dec. 4) until further notice.

Citing near-freezing temperatures in its market area, FloridaGas Transmission issued an Overage Alert Day notice effectiveMonday until further notice. The OFO had a 10% tolerance fornegative daily imbalances. In addition, FGT said Monday afternoonit is concerned that gas received at certain receipt points inproduction area Zones 1, 2 and 3 contains high concentrations ofhexane and heavier components that may interfere with the properoperation of pipeline facilities. If the composition of the gascontaining the the objectionable components does not change, FGTsaid it may have to limit the quantities of this type and “ifnecessary, FGT will advise of the specific locations where theselimits will/may be imposed.”

Sonat estimated Monday that OFOs and capacity allocationsimplemented over the weekend (see Daily GPI, Dec. 4) will remain in effect through atleast the end of Thursday’s gas day.

El Paso will take Line 1100 out of service for maintenanceThursday between the Pecos River and Guadalupe Stations, reducingSouth Mainline capacity by 70 MMcf/d. A maintenance outage of theWaha Solar turbine scheduled for Monday through Wednesday of thisweek was postponed to a later date due to an unscheduled shutdownof the Waha GE turbine Sunday evening to investigate a vibrationproblem. The pipeline estimated the unit will remain down throughThursday. Meanwhile the Waha interconnects with Lone Star, Oasis,PG&E Gas Transmission-Texas (formerly Valero) and Westar candeliver their normal volumes to El Paso provided they can be madeat 950 psi or above; otherwise allocations will be necessary.

KM Interstate advised shippers Monday that an OFO may be issuedunless they increase supply nominations to match a continuedincrease in on-system loads. Due to an extended period of coldweather, KMI said, it is using storage inventories at”significantly higher levels than expected.”

Due to decreasing soil and ambient temperatures, NOVA is seekingunconditional tenders for the firm purchase of about 350,000gigajoules to increase its target linepack. The gas will berequired in more or less even increments over a period of up to 14days starting on or about Dec. 11. Tenders are being acceptedthrough Thursday. Questar expects to cut about 30,000 Dth/d on its Southern Systemtoday while repairing mechanical problems at the Oak SpringCompressor Station. Based on pre-weekend nominations, only flexedand lower priority nominations should be impacted, the pipelinesaid.
